What passage says that angels carry our petitions to God on their wings?

I don't know of any passage that speaks of angels carrying our petitions to God on their wings. I made a quick check with my concordance and found no such reference. This idea probably came from someone who wrote about angels and how they view the ministry of angels (see Heb. 1:14), but in Scripture, there is only one mediator between God and man, the man Christ Jesus (1 Tim. 2:5). Through Christ, we have the privilege to go boldly into the presence of God with our prayers (Heb. 4:16) and need no angel to take them to God who is omnipresent anyway.
