3:21 I also commanded Joshua at the same time, “You have seen everything the Lord your God did to these two kings; he ¹  will do the same to all the kingdoms where you are going. ² 

Deuteronomy 19:15

19:15 A single witness may not testify ³  against another person for any trespass or sin that he commits. A matter may be legally established ⁴  only on the testimony of two or three witnesses.
