Isaiah 11:14

11:14 They will swoop down on the Philistine hills to the west;

together they will loot the people of the east.

They will take over Edom and Moab,

and the Ammonites will be their subjects.

Isaiah 46:7

46:7 They put it on their shoulder and carry it;

they put it in its place and it just stands there;

it does not move from its place.

Even when someone cries out to it, it does not reply;

it does not deliver him from his distress.

tn Heb “fly.” Ephraim/Judah are compared to a bird of prey.

tn Heb “on the shoulder of Philistia toward the sea.” This refers to the slopes of the hill country west of Judah. See HALOT 506 s.v. כָּתֵף.

tn Heb “Edom and Moab [will be the place of] the outstretching of their hand,” i.e., included in their area of jurisdiction (see HALOT 648 s.v. ח(וֹ)מִשְׁלֹ).

tn Or perhaps, “cannot,” here and in the following two lines. The imperfect forms can indicate capability.
