Judges 20:2

20:2 The leaders of all the people from all the tribes of Israel took their places in the assembly of God’s people, which numbered four hundred thousand sword-wielding foot soldiers.

Judges 21:8

21:8 So they asked, “Who from all the Israelite tribes did not assemble before the Lord at Mizpah?” Now it just so happened no one from Jabesh Gilead had come to the gathering.
