Context21:23 Now after Jesus 1 entered the temple courts, 2 the chief priests and elders of the people came up to him as he was teaching and said, “By what authority 3 are you doing these things, and who gave you this authority?”

The people referred to here were recognized experts in the law of Moses and in traditional laws and regulations. Thus “expert in the law” comes closer to the meaning for the modern reader.
