Isaiah 28:13

So the Lord’s word to them will sound like meaningless gibberish, senseless babbling, a syllable here, a syllable there. ¹  As a result, they will fall on their backsides when they try to walk, ²  and be injured, ensnared, and captured. ³ 

So then, the word of the LORD to them will become: Do and do, do and do, rule on rule, rule on rule; a little here, a little there—so that they will go and fall backwards, be injured and snared and captured.

So the word of the LORD to them will be, "Order on order, order on order, Line on line, line on line, A little here, a little there," That they may go and stumble backward, be broken, snared and taken captive.

So the LORD will spell out his message for them again, repeating it over and over, a line at a time, in very simple words. Yet they will stumble over this simple, straightforward message. They will be injured, trapped, and captured.

So GOD will start over with the simple basics and address them in baby talk, one syllable at a time--"Da, da, da, da, blah, blah, blah, blah. That's a good little girl, that's a good little boy." And like toddlers, they will get up and fall down, get bruised and confused and lost.

For this cause the word of the Lord will be to them rule after rule, line after line, here a little, there a little; so that they may go on their way, and falling back may be broken, and taken in the net.

Therefore the word of the LORD will be to them, "Precept upon precept, precept upon precept, line upon line, line upon line, here a little, there a little;" in order that they may go, and fall backward, and be broken, and snared, and taken.

¹ tn Heb “And the word of the Lord will be to them, ‘tsahv latsahv,’ etc.” See the note at v. 10. In this case the “Lord’s word” is not the foreigner’s strange sounding words (as in v. 10), but the Lord’s repeated appeals to them (like the one quoted in v. 12). As time goes on, the Lord’s appeals through the prophets will have no impact on the people; they will regard prophetic preaching as gibberish.

² tn Heb “as a result they will go and stumble backward.” Perhaps an infant falling as it attempts to learn to walk is the background image here (cf. v. 9b). The Hebrew term לְמַעַן (lÿma’an) could be taken as indicating purpose (“in order that”), rather than simple result. In this case the people’s insensitivity to the message is caused by the Lord as a means of expediting their downfall.

³ sn When divine warnings and appeals become gibberish to the spiritually insensitive, they have no guidance and are doomed to destruction.
