The rejection of Israel and the desolation of the promised inheritance were not to be the end of God’ s dispensations. The closing words of the address therefore are words of comfort and promise. Compare marginal reference and Deu 4:29 ff; 1Ki 8:46-50.

The chastisements of God would lead the nation to repent, and thereupon God would again bless them.

Deu 30:3

Will turn thy captivity - Will change or put an end to thy state of captivity or distress (compare Psa 14:7; Psa 85:2; Jer 30:18). The rendering of the Greek version is significant; "the Lord will heal thy sins."

The promises of this and the following verses had no doubt their partial fulfillment in the days of the Judges; but the fact that various important features are repeated in Jer 32:37 ff, and in Eze 11:19 ff, Eze 34:13 ff, Eze 36:24 ff, shows us that none of these was regarded as exhausting the promises. In full analogy with the scheme of prophecy we may add that the return from the Babylonian captivity has not exhausted their depth. The New Testament takes up the strain (e. g. in Rom. 11), and foretells the restoration of Israel to the covenanted mercies of God. True these mercies shall not be, as before, confined to that nation. The "turning again of the captivity"will be when Israel is converted to Him in whom the Law was fulfilled, and who died "not for that nation only,"but also that he might "gather together in one the children of God that were scattered abroad"Joh 11:51-52. Then shall there be "one fold and one shepherd"Joh 10:16. But whether the general conversion of the Jews shall be accompanied with any national restoration, any recovery of their ancient prerogatives as the chosen people; and further, whether there shall be any local replacement of them in the land of their fathers, may be regarded as of "the secret things"which belong unto God Deu 29:29; and so indeed our Lord Himself teaches us Act 1:6-7.

In this chapter is a plain intimation of the mercy God has in store for Israel in the latter days. This passage refers to the prophetic warnings of the last two chapters, which have been mainly fulfilled in the destruction of Jerusalem by the Romans, and in their dispersion to the present day; and there can be no doubt that the prophetic promise contained in these verses yet remain to come to pass. The Jewish nation shall in some future period, perhaps not very distant, be converted to the faith of Christ; and, many think, again settled in the land of Canaan. The language here used is in a great measure absolute promises; not merely a conditional engagement, but declaring an event assuredly to take place. For the Lord himself here engages to " circumcise their hearts;" and when regenerating grace has removed corrupt nature, and Divine love has supplanted the love of sin, they certainly will reflect, repent, return to God, and obey him; and he will rejoice in doing them good. The change that will be wrought upon them will not be only outward, or consisting in mere opinions; it will reach to their souls. It will produce in them an utter hatred of all sin, and a fervent love to God, as their reconciled God in Christ Jesus; they will love him with all their hearts, and with all their soul. They are very far from this state of mind at present, but so were the murderers of the Lord Jesus, on the day of Pentecost; who yet in one hour were converted unto God. So shall it be in the day of God's power; a nation shall be born in a day; the Lord will hasten it in his time. As a conditional promise this passage belongs to all persons and all people, not to Israel only; it assures us that the greatest sinners, if they repent and are converted, shall have their sins pardoned, and be restored to God's favour.

Matthew Henry: Deu 30:1-10

These verses may be considered either as a conditional promise or as an absolute prediction.

I. They are chiefly to be considered as a conditional promise, and so they belong to all persons and all people, and not to Israel only; and the design of them is to assure us that the greatest sinners, if they repent and be converted, shall have their sins pardoned, and be restored to God's favour. This is the purport of the covenant of grace, it leaves room for repentance in case of misdemeanour, and promises pardon upon repentance, which the covenant of innocency did not. Now observe here,

1. How the repentance is described which is the condition of these promises. (1.) It begins in serious consideration, Deu 30:1. "Thou shalt call to mind that which thou hadst forgotten or not regarded."Note, Consideration is the first step towards conversion. Isa 46:8, Bring to mind, O you transgressors. The prodigal son came to himself first, and then to his father. That which they should call to mind is the blessing and the curse. If sinners would but seriously consider the happiness they have lost by sin and the misery they have brought themselves into, and that by repentance they may escape that misery and recover that happiness, they would not delay to return to the Lord their God. The prodigal called to mind the blessing and the curse when he considered his present poverty and the plenty of bread in his father's house, Luk 15:17. (2.) It consists in sincere conversion. The effect of the consideration cannot but be godly sorrow and shame, Eze 6:9; Eze 7:16. But that which is the life and soul of repentance, and without which the most passionate expressions are but a jest, is returning to the Lord our God, Deu 30:2. If thou turn (Deu 30:10) with all thy heart and with all thy soul. We must return to our allegiance to God as our Lord and ruler, our dependence upon him as our Father and benefactor, our devotedness to him as our highest end, and our communion with him as our God in covenant. We must return to God from all that which stands in opposition to him or competition with him. In this return to God we must be upright - with the heart and soul, and universal - with all the heart and all the soul. (3.) It is evidenced by a constant obedience to the holy will of God: If thou shalt obey his voice (Deu 30:2), thou and thy children; for it is not enough that we do our duty ourselves, but we must train up and engage our children to do it. Or this comes in as the condition of the entail of the blessing upon their children, provided their children kept close to their duty. [1.] This obedience must be with an eye to God: Thou shalt obey his voice (Deu 30:8), and hearken to it, Deu 30:10. [2.] It must be sincere, and cheerful, and entire: With all thy heart, and with all thy soul, Deu 30:2. [3.] It must be from a principle of love, and that love must be with all thy heart and with all thy soul, Deu 30:6. It is the heart and soul that God looks at and requires; he will have these or nothing, and these entire or not at all. [4.] It must be universal: According to all that I command thee, Deu 30:2, and again Deu 30:8, to do all his commandments; for he that allows himself in the breach of one commandment involves himself in the guilt of contemning them all, Jam 2:10. An upright heart has respect to all God's commandments, Psa 119:6.

2. What the favour is which is promised upon this repentance. Though they are brought to God by their trouble and distress, in the nations whither they were driven (Deu 30:1), yet God will graciously accept of them notwithstanding; for on this errand afflictions are sent, to bring us to repentance. Though they are driven out to the utmost parts of heaven, yet thence their penitent prayers shall reach God's gracious ear, and there his favour shall find them out, Deu 30:4. Undique ad caelos tantundem est viae - From every place there is the same way to heaven. This promise Nehemiah pleads in his prayer for dispersed Israel, Neh 1:9. It is here promised, (1.) That God would have compassion upon them, as proper objects of his pity, Deu 30:3. Against sinners that go on in sin God has indignation (Deu 29:20), but on those that repent and bemoan themselves he has compassion, Jer 31:18, Jer 31:20. True penitents may take great encouragement from the compassions and tender mercies of our God, which never fail, but overflow. (2.) That he would turn their captivity, and gather them from the nations whither they were scattered (Deu 30:3), though ever so remote, Deu 30:4. One of the Chaldee paraphrasts applies this to the Messiah, explaining it thus: The word of the Lord shall gather you by the hand of Elias the great priest, and shall bring you by the hand of the king Messiah; for this was God's covenant with him, that he should restore the preserved of Israel, Isa 49:6. And this was the design of his death, to gather into one the children of God that were scattered abroad, Joh 11:51, Joh 11:52. To him shall the gathering of the people be. (3.) That he would bring them into their land again, Deu 30:5. Note, Penitent sinners are not only delivered out of their misery, but restored to true happiness in the favour of God. The land they are brought into to possess it is , though not the same, yet in some respects better than that which our first father Adam possessed, and out of which he was expelled. (4.) That he would do them good (Deu 30:5) and rejoice over them for good, Deu 30:9. For there is joy in heaven upon the repentance and conversion of sinners: the father of the prodigal rejoiced over him for good. (5.) That he would multiply them (Deu 30:5), and that, when they grew numerous, every mouth might have meat: he would make them plenteous in every work of their hand, Deu 30:9. National repentance and reformation bring national plenty, peace, and prosperity. It is promised, The Lord will make thee plenteous in the fruit of thy cattle and land, for good. Many have plenty for hurt; the prosperity of fools destroys them. Then it is for good when with it God gives us grace to use it for his glory. (6.) That he would transfer the curses they had been under to their enemies, Deu 30:7. When God was gathering them in to re-establish them they would meet with much opposition; but the same curses that had been a burden upon them should become a defence to them, by being turned upon their adversaries. The cup of trembling should be taken out of their hand, and put into the hand of those that afflicted them, Isa 51:22, Isa 51:23. (7.) That he would give them his grace to change their hearts, and rule there (Deu 30:6): The Lord thy God will circumcise thy heart, to love the Lord. Note, [1.] The heart must be circumcised to love God. The filth of the flesh must be put away; and the foolishness of the heart, as the Chaldee paraphrase expounds it. See Col 2:11, Col 2:12; Rom 2:29. Circumcision was a seal of the covenant; the heart is then circumcised to love God when it is strongly engaged and held by that bond to this duty. [2.] It is the work of God's grace to circumcise the heart, and to shed abroad the love of God there; and this grace is given to all that repent and seek it carefully. Nay, that seems to be rather a promise than a precept (Deu 30:8): Thou shalt return and obey the voice of the Lord. He that requires us to return promises grace to enable us to return: and it is our fault if that grace be not effectual. herein the covenant of grace is well ordered, that whatsoever is required in the covenant is promised. Turn you at my reproof: behold, I will pour out my Spirit, Pro 1:23.

3. It is observable how Moses here calls God the Lord thy God twelve times in these ten verses, intimating, (1.) That penitents may take direction and encouragement in their return to God from their relation to him. Jer 3:22, " Behold, we come unto thee, for thou art the Lord our God; therefore to thee we are bound to come, whither else should we go? And therefore we hope to find favour with thee."(2.) That those who have revolted from God, if they return to him and do their first works, shall be restored to their former state of honour and happiness. Bring hither the first robe. In the threatenings of the former chapter he is all along called the Lord, a God of power and the Judge of all: but, in the promises of this chapter, the Lord thy God, a God of grace, and in covenant with thee.

II. This may also be considered as a prediction of the repentance and restoration of the Jews: When all these things shall have come upon thee (Deu 30:1), the blessing first, and after that the curse, then the mercy in reserve shall take place. Though their hearts were wretchedly hardened, yet the grace of God could soften and change them; and then, though their case was deplorably miserable, the providence of God would redress all their grievances. Now, 1. It is certain that this was fulfilled in their return from their captivity in Babylon. It was a wonderful instance of their repentance and reformation that Ephraim, who had been joined to idols, renounced them, and said, What have I to do any more with idols? That captivity effectually cured them of idolatry; and then God planted them again in their own land and did them good. But, 2. Some think that it is yet further to be accomplished in the conversion of the Jews who are now dispersed, their repentance for the sin of their fathers in crucifying Christ, their return to God through him, and their accession to the Christian church. But, alas! who shall live when God doth this?

Keil-Delitzsch: Deu 30:1-8

Nevertheless the rejection of Israel and its dispersion among the heathen were not to be the close. If the people should return to the Lord their God in their exile, He would turn His favour towards them again, and gather them again out of their dispersion, as had already been proclaimed in Deu 4:29. and Lev 26:40., where it was also observed that the extremity of their distress would bring the people to reflection and induce them to return.

Deu 30:1-3

"When all these words, the blessing and the curse which I have set before thee, shall come." The allusion to the blessing in this connection may be explained on the ground that Moses was surveying the future generally, in which not only a curse but a blessing also would come upon the nation, according to its attitude towards the Lord as a whole and in its several members, since even in times of the greatest apostasy on the part of the nation there would always be a holy seed which could not die out; because otherwise the nation would necessarily have been utterly and for ever rejected, whereby the promises of God would have been brought to nought, - a result which was absolutely impossible. "And thou takest to heart among all nations," etc., sc., what has befallen thee - not only the curse which presses upon thee, but also the blessing which accompanies obedience to the commands of God, - "and returnest to the Lord thy God, and hearkenest to His voice with all the heart," etc. (cf. Deu 4:29); "the Lord will turn thy captivity, and have compassion upon thee, and gather thee again." את־שׁבוּת שׁוּב does not mean to bring back the prisoners, as the more modern lexicographers erroneously suppose (the Kal שׁוּב never has the force of the Hiphil ), but to turn the imprisonment, and that in a figurative sense, viz., to put an end to the distress (Job 42:10; Jer 30:8; Eze 16:53; Psa 14:7; also Psa 85:2; Psa 126:2, Psa 126:4), except that in many passages the misery of exile in which the people pined is represented as imprisonment. The passage before us is fully decisive against the meaning to bring back the prisoners, since the gathering out of the heathen is spoken of as being itself the consequence of the "turning of the captivity;"so also is Jer 29:14, where the bringing back ( השׁיב ) is expressly distinguished from it. But especially is this the case with Jer 30:18, where "turning the captivity of Jacob's tents"is synonymous with having mercy on his dwelling-places, and building up the city, again, so that the city lying in ruins is represented as שׁבוּת , an imprisonment.

(Note: Hupfeld (on Psa 14:7) has endeavoured to sustain the assertion that שׁבוּת is a later form for the older and simpler forms, שׁבי, שׁביה, by citing one single passage of the Old Testament. The abstract form of שׁבי is שׁבית, imprisonment (Num 21:29), then prisoners. This form has been substituted by Jeremiah for שׁבוּת in one passage, viz., Deu 32:44; and the Masoretic punctuators were the first to overlook the difference in the two words, and point them promiscuously.)

Deu 30:4-5

The gathering of Israel out of all the countries of the earth would then follow. Even though the rejected people should be at the end of heaven, the Lord would fetch them thence, and bring them back into the land of their fathers, and do good to the nation, and multiply them above their fathers. These last words show that the promised neither points directly to the gathering of Israel from dispersion on its ultimate conversion to Christ, nor furnishes any proof that the Jews will then be brought back to Palestine. It is true that even these words have some reference to the final redemption of Israel. This is evident from the curse of dispersion, which cannot be restricted to the Assyrian and Babylonian captivities, but includes the Roman dispersion also, in which the nation continues still; and it is still more apparent from the renewal of this promise in Jer 32:37 and other prophetic passages. But this application is to be found in the spirit, and not in the latter. For if there is to be an increase in the number of the Jews, when gathered out of their dispersion into all the world, above the number of their fathers, and therefore above the number of the Israelites in the time of Solomon and the first monarchs of the two kingdoms, Palestine will never furnish room enough for a nation multiplied like this. The multiplication promised here, so far as it falls within the Messianic age, will consist in the realization of the promise given to Abraham, that his seed should grow into nations (Gen 17:6 and Gen 17:16), i.e., in the innumerable multiplication, not of the "Israel according to the flesh,"but of the "Israel according to the spirit,"whose land is not restricted to the boundaries of the earthly Canaan or Palestine (see p. 144). The possession of the earthly Canaan for all time is nowhere promised to the Israelitish nation in the law (see at Deu 11:21).

Deu 30:6

The Lord will then circumcise their heart, and the heart of their children (see Deu 10:16), so that they will love Him with all their heart. When Israel should turn with true humility to the Lord, He would be found of them, - would lead them to true repentance, and sanctify them through the power of His grace, - would take away the stony heart out of their flesh, and give them a heart of flesh, a new heart and a new spirit, - so that they should truly know Him and keep His commandments (vid., Eze 11:19; Eze 36:26; Jer 31:33. and Deu 32:39.). "Because of thy life," i.e., that thou mayest live, sc., attain to true life. The fulfilment of this promise does not take place all at once. It commenced with small beginnings at the deliverance from the Babylonian exile, and in a still higher degree at the appearance of Christ in the case of all the Israelites who received Him as their Saviour. Since then it has been carried on through all ages in the conversion of individual children of Abraham to Christ; and it will be realized in the future in a still more glorious manner in the nation at large (Rom 11:25.). The words of Moses do not relate to any particular age, but comprehend all times. For Israel has never been hardened and rejected in all its members, although the mass of the nation lives under the curse even to the present day.

Deu 30:7

But after its conversion, the curses, which had hitherto rested upon it, would fall upon its enemies and haters, according to the promise in Gen 12:3.

VI. MOSES' THIRD MAJOR ADDRESS: AN EXHORTATION TO OBEDIENCE 29:2--30:20

"The rest of chapter 29 contains many reminiscences of the Near Eastern treaty pattern. It is not presented in a systematic manner but in narrative form. However, elements of the pattern are clearly discernible, making it extremely likely that some kind of covenant ceremony underlies the events here reported."³¹¹

The form of this section argues for its being a covenant renewal. There is a historical prologue (29:2-9), reference to the parties covenanting (29:10-15), and basic stipulations (29:16-19). Then follow the curse (29:20-28), Moses' preaching of repentance and restoration (29:29-30:14), and the covenantal decision (30:15-20). The last section has three parts: the choice (30:15-18), the witnesses (30:19a), and the call for decision (30:19b-20).³¹²

"There is general consensus that chaps. 29 and 30 of Deuteronomy (as well as 31:1-8) are not strictly part of the covenant document as such documents were ordinarily crafted.³¹³ This does not mean, of course, that this section does not serve a covenant function in Moses' own unique creation of the book as a covenant instrument.³¹⁴ But even if it doesn't, it is very much at home here as a parenesis that looks to the past, present, and future of the elect nation. It provides a summation of God's past dealings with Israel, restates the present occasion of covenant offer and acceptance, and addresses the options of covenant disobedience and obedience respectively. Finally, it exhorts the assembled throng to covenant commitment. It is most fitting that these summaries and exhortations follow the body of the covenant text and precede the formalizing of the agreement by the Lord and his chosen vassal."³¹⁵

1. The possibility of restoration 30:1-10

When banished to the ends of the earth, the Israelites could repent and return to Yahweh in their hearts purposing to obey Him again (vv. 1-2). In that event God would do several things for them. He would bring them back to their land and allow them to occupy it again (vv. 3-5). He would also permanently change the people's heart attitude toward Himself (v. 6; cf. Jer. 31:33-34).³¹⁶

"While the repossession of the land can be said to some extent to have been fulfilled by the return of the Jews following the Babylonian exile (cf. Jer 29:10-14; 30:3), the greater prosperity and population was not achieved in Old Testament times. In fact, it still awaits realization in any literal sense (cf. Hag 2:6-9; Zech 8:1-8; 10:8-12). As for the radical work of regeneration described here as circumcision of the heart, that clearly awaits a day yet to come as far as the covenant nation as a whole is concerned.

"Just as circumcision of the flesh symbolized outward identification with the Lord and the covenant community (cf. Gen 17:10, 23; Lev 12:3; Josh 5:2), so circumcision of the heart (a phrase found only here and in Deut 10:16 and Jer 4:4 in the OT) speaks of internal identification with him in what might be called regeneration in Christian theology. . . .

"The miraculous, totally regenerating nature of the circumcision of the heart would be manifest by Israel's ability to love the Lord with all your heart and with all your soul' (Deut 30:6). This is an obvious reference to the demand of the Shema (Deut 6:4-5), adherence to which was at the very core of covenant commitment."³¹⁷

God would, furthermore, punish Israel's enemies (v. 7). Because of Israel's obedience God would prosper her greatly (vv. 8-10). The "fathers" (v. 9) probably refers to all the pious ancestors of the Israelites, not just the patriarchs.

Some premillennial commentators have called Deuteronomy 30:1-10 the "Palestinian Covenant."³¹⁸ They have not used this term as much in recent years because these verses do not constitute a distinctively different covenant. They simply elaborate on the land promises made earlier to Abraham and his descendants (Gen. 12:7; et al.). However modern commentators still refer to chapters 29-30 as a distinct covenant.³¹⁹ I would say this is a call to commit to the Mosaic Covenant (cf. Josh. 24:1-28) that contains further revelation concerning the land.

". . . the overall purpose of the author of the Pentateuch seems to be to show that the Sinai covenant failed for lack of an obedient heart on the part of God's people Israel. We have also seen that his intention in writing the Pentateuch is not to look back in despair at the failure of man but to point in hope to the faithfulness of God. The hope of the writer of the Pentateuch is clearly focused on what God will do to bring his covenant promises to fulfillment. Nowhere is he more clear on this than at the (structural) conclusion to his work: Deut 30:1-10, where Moses tells the people of Israel that they will fail and that they will be cursed, but God's work with them will not end there. The Lord will again bring them into the land, gather them from all the lands where they have been exiled. But this time, things will be different. Israel is going to obey God. God is going to give them a heart that will obey, a heart that will love the Lord and keep his commandments. It is on this high note that the Pentateuch finally draws to a close.

"If we go beyond the Pentateuch to the other historical books, the Prophets and finally to the New Testament, the fulfillment of Moses' hope is made certain. It is also clear in these later books how God is going to give his people a new heart: I will give you a new heart, a new Spirit I will put within you; I will turn away the heart of stone from your flesh and I will give you a heart of flesh. My Spirit I will put within you and I will make you walk in my statutes and my judgments you will keep' (Ezek 36:26, 27). It is by means of God's Spirit that his people are able to do his will. No one is clearer on this point than the apostle Paul (Rom 8:4). What is often overlooked, however, is that we needn't go beyond the Pentateuch itself for exactly the same conclusion. The author of the Pentateuch has as one of his central purposes to show that God's work must always be done in God's way: by means of the Spirit of God. To show the centrality of this idea in the Pentateuch we need only compare the author's description of God's own carrying out of his will (Gen 1:2b) with that of man's obedience to God's will (Exod 31:1-5)."³²⁰

Later revelation indicates that the conditions Moses spoke of here as possible will prevail in the future. Israel will indeed return to the Lord as a nation (v. 2; cf. Ezek. 16:53-63; Amos 9:9-15; Zech. 12:10-12; Acts 15:16-17). The Lord will gather her again to the Promised Land (vv. 3-5; cf. Isa. 11:11-12; Jer. 23:3-8; Ezek. 37:21-28; Matt. 24:29-31). She will experience a permanent change in her attitude to God as a nation (v. 6; cf. Ezek. 20:33-44; Hos. 2:14-16; Zech. 13:8-9; Mal. 3:1-6; Rom. 11:26-27). She will see her oppressors punished (v. 7; cf. Isa. 14:1-2; Joel 3:1-8; Matt. 25:31-46). God will prosper her abundantly (v. 9; cf. Amos 9:11-15). God has not yet fulfilled these predictions. Therefore as literal interpreters of Scripture we look for a future fulfillment. The passages cited above indicate that this fulfillment will take place at the second coming of Christ and in His millennial kingdom that will follow that return. A distinctive of dispensational theology is the recognition that God has a future for Israel as a nation that is distinct from the future of the church or the Gentile nations.³²¹

Deuteronomy 30 - The Choice

A. Restoration for a repentant Israel.

1. (1) When all these things come upon you.

Now it shall come to pass, when all these things come upon you, the blessing and the curse which I have set before you, and you call them to mind among all the nations where the LORD your God drives you,

a. Now it shall come to pass, when all these things come upon you: Under the inspiration of the LORD, Moses carefully explained the blessings and curses that would come upon an obedient or disobedient Israel. Under the same inspiration, Moses knew that all these things would come upon Israel.

i. From the height of blessing during the reigns of David and Solomon, to the depth of cursing at the fall of Jerusalem, Israel's history has been a legacy of either being blessed or cursed under the terms of the Old Covenant.

b. And you call them to mind among all the nations where the LORD your God drives you: God knew that Israel would be scattered and exiled, and here through Moses, God calls the Diaspora (Israel dispersed among the nations) to remember the promises of the blessing and the curse.

2. (2-5) God's promise to regather Israel in the Promised Land.

And you return to the LORD your God and obey His voice, according to all that I command you today, you and your children, with all your heart and with all your soul, that the LORD your God will bring you back from captivity, and have compassion on you, and gather you again from all the nations where the LORD your God has scattered you. If any of you are driven out to the farthest parts under heaven, from there the LORD your God will gather you, and from there He will bring you. Then the LORD your God will bring you to the land which your fathers possessed, and you shall possess it. He will prosper you and multiply you more than your fathers.

a. Return to the LORD your God: As Israel would return to the LORD, God would bless them and bring you back from captivity, and have compassion on you.

i. Of course, this was fulfilled in part by the return of the Babylonian exiles during the times of Ezra and Nehemiah. But the ultimate fulfillment of this would await the Twentieth Century, when God would regather Israel in the Promised Land. This modern regathering is a larger, broader, more sovereign, and more miraculous restoration than that recorded in Ezra and Nehemiah.

b. From all the nations where the LORD your God has scattered you: The modern regathering of Israel more accurately fulfills this promise than the return from the Babylonian exile. Today, Israel is populated from Jews from virtually every country in the world. The breadth of this promise is important, because God repeats the idea in verse 4: If any of you are driven out to the farthest parts under heaven, from there the LORD God will gather you.

i. Adam Clarke, writing in 1811, recognized that this regathering had to be fulfilled in a future time: "As this promise refers to a return from captivity in which they had been scattered among all nations, consequently it is not the Babylonish captivity which is intended; and the repossession of their land must be different from that which was consequent on their return from Chaldea."

c. Then the LORD your God will bring you to the land which your fathers possessed, and you shall possess it: The regathering had to happen in the land of Israel. The modern regathering of Israel more accurately fulfills this promise than the return from the Babylonian exile. In the return from the Babylonian exile, Israel was still a vassal state of the Persians. But in the modern regathering of Israel, you shall possess it is literally fulfilled.

i. At one time, in the early days of the Zionist movement, the British offered the country of Uganda to the Jews as a place to establish a Jewish state. If that would have happened, and if Jews from all over the world would have flocked there to establish a Jewish state, it would not fulfill the promise of regathering stated here and in other Old Testament passages. The promise here is plain: The land which your fathers possessed.

d. He will prosper you and multiply you more than your fathers: This promise is fulfilled only in the modern regathering of Israel, not in the return from the Babylonian exile. In the days of the return from the Babylonian exile, the Jewish community was small, weak, and poor. But today, under the modern regathering of Israel, the state of Israel does indeed prosper and the promise to multiply you more than your fathers is fulfilled. Israel, as a nation, is larger, stronger, and richer than at any time in Biblical history.

3. (6) The spiritual regathering of Israel.

And the LORD your God will circumcise your heart and the heart of your descendants, to love the LORD your God with all your heart and with all your soul, that you may live.

a. And the LORD your God will circumcise your heart . . . to love the LORD your God with all your heart: As remarkable and as prophetically meaningful the modern regathering of Israel is, it is incomplete. The spiritual dimension of the regathering has not yet been accomplished.

i. Today Israel is a largely secular nation. There is respect for the Bible as a book of history and national identity, but there is not, and has not been, a true turning to the LORD God, particularly as a nation.

ii. We can say that in a sense, not even the religious or Orthodox Jews have completely turned to the LORD. Though they have had an important and precious part in God's plan for Israel in helping a spiritual consciousness for the Jewish people to survive through the centuries of the Diaspora, they have not truly turned to the LORD. We can say this because the character and nature of the LORD is perfectly expressed in His Messiah, Jesus. Jesus said, He who believes in Me, believes not in Me but in Him who sent Me. And he who sees Me sees Him who sent Me. (John 12:44-45) Since the Jewish people, except for a precious remnant, reject Jesus, they are rejecting the LORD God.

iii. But God's promise still stands. As the final aspect of the promise to regather Israel, God will restore them spiritually. He promises to circumcise your heart. This is an idea repeated in the promises of the New Covenant, in passages like Ezekiel 36:26-27: I will give you a new heart and put a new spirit within you; I will take the heart of stone out of your flesh and give you a heart of flesh. I will put My Spirit within you and cause you to walk in My statutes, and you will keep My judgments and do them. Indeed, Paul promised that all Israel will be saved (Romans 11:26). Jesus said that He would not return until Israel embraced Him as Messiah: For I say to you, you shall see Me no more til you say, "Blessed is He who comes in the name of the LORD!" (Matthew 23:39)

iv. Some have thought that because the modern regathering of Israel has not yet demonstrated this spiritual dynamic that it has nothing to do with these prophesies. But the spiritual dynamic is properly listed in Deuteronomy 30:2-6 as the last of the blessings of regathering. Also, the picture of regathering in Ezekiel 37 - the vision of the dry bones - shows Israel regathered, and strong, before the LORD breathed the breath of His Spirit on the regathered Israel. We regard the modern regathering of Israel as a remarkable sign, and an extremely significant - but thus far only partial - fulfillment of these prophesies.

3. (7-10) Blessings upon repentant Israel.

Also the LORD your God will put all these curses on your enemies and on those who hate you, who persecuted you. And you will again obey the voice of the LORD and do all His commandments which I command you today. The LORD your God will make you abound in all the work of your hand, in the fruit of your body, in the increase of your livestock, and in the produce of your land for good. For the LORD will again rejoice over you for good as He rejoiced over your fathers, if you obey the voice of the LORD your God, to keep His commandments and His statutes which are written in this Book of the Law, and if you turn to the LORD your God with all your heart and with all your soul.

a. Also the LORD your God will put all these curses on your enemies . . . The LORD your God will make you abound: In part, these prophesies are fulfilled now in the modern regathering of Israel. But perhaps their ultimate fulfillment will happen in the millennium, when Israel has regathered as a people truly turned to the LORD and His Messiah, Jesus.

B. Moses concludes his great sermon: choose life!

1. (11-14) Israel's capability to keep the covenant.

For this commandment which I command you today is not too mysterious for you, nor is it far off. It is not in heaven, that you should say, "Who will ascend into heaven for us and bring it to us, that we may hear it and do it?" Nor is it beyond the sea, that you should say, "Who will go over the sea for us and bring it to us, that we may hear it and do it?" But the word is very near you, in your mouth and in your heart, that you may do it.

a. For this commandment which I command you today: The covenant which God made with Israel - the Old Covenant - was not too mysterious for you, nor is it far off. Israel could indeed keep this covenant. God was not expecting the impossible from Israel when He expected them to keep this covenant.

b. But the word is very near you, in your mouth and in your heart, that you may do it: However, this is not intended to mean that the Mosaic Law could be perfectly kept, and that a person could be sufficiently obedient to the Mosaic Law to earn a righteous standing before God.

i. Remember that the law was only one aspect of the Old Covenant. There were also the aspects of sacrifice and the choice. God never expected Israel to perfectly obey the law and find righteousness through law-obedience. That is why He provided for the sacrifice - the punishment of a perfect, innocent victim in the place of the sinner. God did not expect an Israelite to trust in his obedience to the Law to save Him (though God wanted Israel to love His law). God expected an Israelite to trust in the atonement made by sacrifice to make him righteous, and to understand that this sacrifice pointed towards a perfect sacrifice God would one day make through the Messiah. In this, a godly Israelite, in the Old Covenant, trusted in the work of Jesus the Messiah to save him even before the time of Jesus.

c. That you may do it: Yet the Old Covenant, as a whole, including the aspects of law, sacrifice, and choice could be kept. It wasn't beyond Israel's capability to keep.

2. (15-18) The choice.

See, I have set before you today life and good, death and evil, in that I command you today to love the LORD your God, to walk in His ways, and to keep His commandments, His statutes, and His judgments, that you may live and multiply; and the LORD your God will bless you in the land which you go to possess. But if your heart turns away so that you do not hear, and are drawn away, and worship other gods and serve them, I announce to you today that you shall surely perish; you shall not prolong your days in the land which you cross over the Jordan to go in and possess.

a. See, I have set before you today life and good, death and evil: Under the terms of the Old Covenant, Israel had a choice: life or death, good or evil. It was up to them. God was going to glorify Himself through Israel one way or another. How it would happen was really their choice.

b. The LORD your God will bless you in the land which you go to possess: Under the terms of the Old Covenant, Israel, if obedient, would see blessing. If disobedient, then Israel would surely perish. It was up to Israel, and based on their conduct.

i. It is essential for us to understand that we, in Jesus Christ, do not relate to God on the terms of the Old Covenant, but on the terms of a better covenant: The New Covenant. Under the New Covenant, my relationship with God is not based on what I do for God, but on what Jesus has done on my behalf. There is, of course, more to the New Covenant than this, but this is one crucial distinction between the two covenants.

ii. If this Old Covenant is inferior to the New Covenant, and if there was a high price to pay for rejecting the Old Covenant, should we not know there is an even greater penalty for rejecting an even greater covenant? (Hebrews 10:28-29)

3. (19-20) Choose life.

I call heaven and earth as witnesses today against you, that I have set before you life and death, blessing and cursing; therefore choose life, that both you and your descendants may live; that you may love the LORD your God, that you may obey His voice, and that you may cling to Him, for He is your life and the length of your days; and that you may dwell in the land which the LORD swore to your fathers, to Abraham, Isaac, and Jacob, to give them.

a. I call heaven and earth as witness today against you: In these most solemn words, Moses set the choice before Israel. They had to choose between life and death, blessing and cursing.

b. Therefore choose life: At the same time, though the choice belonged to Israel, God cared about what they chose. When Moses pled with Israel, crying out choose life, we know he reflected the heart of God toward Israel. How God glorified Himself through Israel was up to them, but it was obviously God's preference that He glorify Himself through an obedient, blessed Israel. So He pled, choose life!

i. Man today, even outside the Old Covenant, is confronted with the choice. But the choice focuses first not on "Will I obey God or not?" but on "Will I trust in Jesus for my standing before God?" Jesus said, He who is not with Me is against Me, and he who does not gather with Me scatters. (Luke 11:23) Jesus is still asking the question, who do you say that I am (Matthew 16:15), and our choice in answering that question determines our eternal destiny.

c. That you may love the LORD your God: To love God this way, to really trust Him, is explained well in Deuteronomy 30:20. To love and trust God means to obey His voice, for a child who really loves and trusts their father will obey him. It means to cling to Him, for if we really love and trust Him, we will be attached to Him. It means to regard Him as our life and the length of your days, because if we love and trust Him, He is not part of our life, He is our life.

DEUTERONOMY, the second law, a title which plainly shows what is the object of this book, namely, a recapitulation of the law. It was given in the form of public addresses to the people; and as Moses spoke in the prospect of his speedy removal, he enforced obedience to it by many forcible appeals to the Israelites, concerning their long and varied experience both of the mercies and the judgments of God. The minute notices of the heathen people with whom they had come in contact, but who afterward disappeared from the pages of history, as well as the accounts of the fertility and products of Canaan, and the counsels respecting the conquest of that country, fix the date of this book and the time of its composition by the hand of Moses. The close, however, must have been added by another; and, indeed, it is supposed by some to have formed the original preface to the Book of Joshua.

TSK: Deuteronomy (Book Introduction)

The book of Deuteronomy marks the end of the Pentateuch, commonly called the Law of Moses; a work every way worthy of God its author, and only less than the New Testament, the Law and Gospel of our Lord and Saviour Jesus Christ. Its antiquity places it at the head of all the writings in the world; and the various subjects it embraces render it of the utmost importance to every part of the civilized world. Its philosophy, history, geography, and chronology entitle it to the respect of the whole human race; while its system of theology and religion demonstrably proves it to be a revelation from God. The Law of Moses is more properly the Law of Jehovah, יהוה [Strong’s 03068] תורה [Strong’s 08451], torah yehowah , the grand title of the Pentateuch. Could we conceive Moses to have been the author of this system, we must consider him more than mortal - no wisdom of man has ever yet invented such a Code of Laws. His merit, however, has been disputed, and his laws severely criticised, by persons whose interest it was to prove religion a cheat, because they had none themselves. To some, whose mental taste and feeling are strangely perverted, everything in heathenism wears not only the most fascinating aspect, but appears to lay claim to and possess every excellence; and hence they have called up Confucius, Menu, Zoraster, and Mohammed himself, to dispute the palm with Moses! On this subject in general, it may be just necessary to add, that the utmost that can be said of all laws, merely human, is, that they restrain vices, through the terror of punishment. God’s law not only restrains vice, but it infuses virtue. It alone brings man to the footstool of his Maker; and keeps him dependent on the strong for strength, on the wise for wisdom, and on the merciful for grace. It abounds with promises of support, and salvation for the present life, which no false system dared ever to propose. every where, Moses, in the most confident manner, pledges his God for the fulfilment of all the exceeding great and precious promises, with which his laws are so plentifully interspersed; and while they were obedient they could say, " Not one word hath failed us, of all the good things which the Lord our God spake concerning us." Who that dispassionately reads the Pentateuch, that considers it in itself and in its reference to that glorious Gospel which it was intended to introduce, can for a moment deny it the palm of infinite superiority over all the systems ever framed or imagined by man? Well might the Israelitish people triumphantly exclaim, " There is none like the God of Jeshurun!" and with what striking propriety does the glorious legislator add, " Happy art thou, O Israel! who is like unto thee? O people, saved of the Lord!" Finally, the treasures of wisdom and knowledge, which are amassed in these five books, have enriched the whole civilized earth, and, indeed, greatly promoted that very civilization. They have been a kind of text-book to almost every writer on geology, geography, chronology, astronomy, natural history, ethics, jurisprudence, political economy, theology, poetry, and criticism, from the time of Moses to the present day - books to which the choicest writers and philosophers in Pagan antiquity, have been deeply indebted; and which were the text-books to all the prophets - books from which the flimsy writers against Divine Revelation have derived their natural religion, and all their moral excellence - books written in all the energy, and purity, of the incomparable language in which they are composed; and lastly, books, which for importance of matter, variety of information, dignity of sentiment, accuracy of facts, impartiality, simplicity, and sublimity of narration, tending to improve and ennoble the intellect and ameliorate the physical and moral condition of man, have never been equalled, and can only be paralleled by the Gospel of the Son of God! Fountain of endless mercy, justice, truth, and beneficence! How much are thy gifts and bounties neglected by those who do not read this law; and by those who having read it, are not morally improved by it, and made wise unto salvation!

THE ARGUMENT

Moses, in the two last months of his life, rehearseth what God had done for them, and their frequent murmurings, rebellions, and constant ingratitude. He begs to enter into the land, but is permitted only to see it. He forbiddeth any communion with the nations for several reasons, De 8 . He gives a short repetition of those sundry laws, moral, ceremonial, judicial, and military, which he had given them, from whence this book is called DEUTERONOMY. Then, after many exhortations, he prophesieth of Christ; afterwards he shows how matters of war are to be managed, and, giving many other particular directions with reference to duties, conditions, and persons of both sexes, he pronounceth blessings on the obedient, and curses on the disobedient: he then gives a charge for laying up and reading of the law at certain times, and every seven years to be solemnly read before all the people; he composeth a song for common use, comprising the wonderful things here mentioned: he prophesieth of Christ’ s coming, and the calling of the Gentiles, seeth the land, and dieth, leaving Joshua, after he had consecrated him, to succeed.

This book is a repetition of very much both of the history and of the laws contained in the three foregoing books, which repetition Moses delivered to Israel (both by word of mouth, that it might affect, and by writing, that it might abide) a little before his death. There is no new history in it but that of the death of Moses in the last chapter, nor any new revelation to Moses, for aught that appears, and therefore the style here is not, as before, The Lord spoke unto Moses, saying. But the former laws are repeated and commented upon, explained and enlarged, and some particular precepts added to them, with copius reasonings for the enforcing of them: in this Moses was divinely inspired and assisted, so that this is as truly the word of the Lord by Moses as that which was spoken to him with an audible voice out of the tabernacle of the congregation , Lev 1:1. The Greek interpreters call it Deuteronomy, which signifies the second law, or a second edition of the law, not with amendments, for there needed none, but with additions, for the further direction of the people in divers cases not mentioned before. Now, I. It was much for the honour of the divine law that it should be thus repeated; how great were the things of that law which was thus inculcated, and how inexcusable would those be by whom they were counted as a strange thing! Hos 8:12. II. There might be a particular reason for the repeating of it now; the men of that generation to which the law was first given were all dead, and a new generation had sprung up, to whom God would have it repeated by Moses himself, that, if possible, it might make a lasting impression upon them. Now that they were just going to take possession of the land of Canaan, Moses must read the articles of agreement to them, that they might know upon what terms and conditions they were to hold and enjoy that land, and might understand that they were upon their good behaviour in it. III. It would be of great use to the people to have those parts of the law thus gathered up and put together which did more immediately concern them and their practice; for the laws which concerned the priests and Levites, and the execution of their offices, are not repeated: it was enough for them that they were once delivered. But, in compassion to the infirmities of the people, the laws of more common concern are delivered a second time. Precept must be upon precept, and line upon line, Isa 28:10. The great and needful truths of the gospel should be often pressed upon people by the ministers of Christ. To write the same things (says Paul, Phi 3:1) to me indeed is not grievous, but for you it is safe. What God has spoken once we have need to hear twice, to hear many times, and it is well if, after all, it be duly perceived and regarded. In three ways this book of Deuteronomy was magnified and made honourable: - 1. The king was to write a copy of it with his own hand, and to read therein all the days of his life, ch. 17, 18, 19. 2. It was to be written upon great stones plastered, at their passing over Jordan, Deu 27:2, Deu 27:3. 3. It was to be read publicly every seventh year, at the feast of tabernacles, by the priests, in the audience of all Israel, Deu 31:9, etc. The gospel is a kind of Deuteronomy, a second law, a remedial law, a spiritual law, a law of faith; by it we are under the law of Christ, and it is a law that makes the comers thereunto perfect.

This book of Deuteronomy begins with a brief rehearsal of the most remarkable events that had befallen the Israelites since they came from Mount Sinai. In the fourth chapter we have a most pathetic exhortation to obedience. In the twelfth chapter, and so on to the twenty-seventh, are repeated many particular laws, which are enforced (ch. 27 and 28) with promises and threatenings, blessings and curses, formed into a covenant, ch. 29 and 30. Care is taken to perpetuate the remembrance of these things among them (ch. 31), particularly by a song (ch. 32), and so Moses concludes with a blessing, ch. 33. All this was delivered by Moses to Israel in the last month of his life. The whole book contains the history but of two months; compare Deu 1:3 with Jos 4:19, the latter of which was the thirty days of Israel's mourning for Moses; see how busy that great and good man was to do good when he knew that his time was short, how quick his motion when he drew near his rest. Thus we have more recorded of what our blessed Saviour said and did in the last week of his life than in any other. The last words of eminent persons make or should make deep impressions. Observe, for the honour of this book, that when our Saviour would answer the devil's temptations with, It is written, he fetched all his quotations out of this book, Mat 4:4, Mat 4:7, Mat 4:10.

Matthew Henry: Deuteronomy 30 (Chapter Introduction)

One would have thought that the threatenings in the close of the foregoing chapter had made a full end of the people of Israel, and had left their case for ever desperate; but in this chapter we have a plain intimation of the mercy God had in store for them in the latter days, so that mercy at length rejoices against judgment, and has the last word. Here we have, I. Exceedingly great and precious promises made to them, upon their repentance and return to God (Deu 30:1-10). II. The righteousness of faith set before them in the plainness and easiness of the commandment that was now given them (Deu 30:11-14). III. A fair reference of the whole matter to their choice (Deu 30:15, etc.).

Introduction

Title

The title of this book in the Hebrew Bible was its first two words, elleh haddebarim, which translate into English as "these are the words" (1:1). Ancient Near Eastern suzerainty treaties began with exactly the same words.¹ So the Jewish title gives a strong clue to the literary character of Deuteronomy.

The English title comes from the Septuagint (Greek) translation. "Deuteronomy" means "second law" in Greek. We might suppose that this title arose from the idea that Deuteronomy records the law as Moses repeated it to the new generation of Israelites who were preparing to enter the land. This is not the case. It came from a mistranslation of a phrase in 17:18. There God commanded Israel's kings to prepare "a copy of this law" for themselves. The Septuagint translators mistakenly rendered this phrase "this second [repeated] law." The Vulgate (Latin) translation, influenced by the Septuagint, translated the phrase "second law" as deuteronomium from which Deuteronomy is a transliteration. Deuteronomy is to some extent, however, a repetition to the new generation of the Law God gave at Mt. Sinai. Thus God overruled the translators' error and gave us a title for the book in English that is appropriate in view of the contents of the book.

Date and Writer

Moses evidently wrote this book on the plains of Moab shortly before his death, which occurred about 1406 B.C.

The Mosaic authorship of this book is quite easy to establish. The book claims to be the words of Moses (1:5, 9; 5:1; 27:1, 8; 29:2; 31:1, 30; 33:1, 29) and his writing (31:9, 22, 24). Other Old Testament books also assert the Mosaic authorship of Deuteronomy (1 Kings 2:3; 8:53; 2 Kings 14:6; 18:6, 12). Jesus Christ believed Moses wrote Deuteronomy (Matt. 19:7-8; Mark 10:3-5; 12:19; John 5:46-47) as did the Apostle Peter (Acts 3:22), Stephen (Acts 7:37-38), Paul (Rom. 10:19; 1 Cor. 9:9), and the author of the Epistle to the Hebrews (Heb. 10:28).

"The authorship of no other book in the Old Testament is so explicitly emphasized."²

The form in which Moses wrote Deuteronomy is very similar to that of ancient Near Eastern suzerainty-vassal treaties dating before and during the Mosaic era. This structural evidence confirms an early date of composition.³

Most conservative commentators prefer to regard the record of Moses' death and a few editorial comments as the work of a later writer or writers. Of course, Moses could have written these verses too.

In spite of such conclusive evidence some scholars prefer a later date for Deuteronomy. The critics favor a post-Mosaic but pre-seventh century date, a seventh century date in King Josiah's era, or a postexilic date.⁴

Scope

Deuteronomy is similar to Leviticus in that both books contain a record of instructions and speeches almost exclusively. Deuteronomy is not so much a book of history, as Genesis, Exodus, and Numbers are, as it is a book of law. In contrast to Leviticus, however, Moses addressed Deuteronomy to all the Israelites more than to the priests and Levites.

The scope of history covered in Deuteronomy is very brief. All the events recorded took place on the plains of Moab probably within a few weeks just before Israel's entrance into Canaan.

"According to the Index locorum of Nestle's Novum Testamentum Graece Deuteronomy is quoted or otherwise cited at least 95 times in the New Testament (compared to 103 for Genesis, 113 for Exodus, 35 for Leviticus, and 20 for Numbers), making it one of the favorite Old Testament books of Jesus and the apostles."⁵

Character

"The book of Deuteronomy is the document prepared by Moses as a witness to the dynastic covenant which the Lord gave to Israel in the plains of Moab (cf. 31:26)."⁶

Theology

"In line with the general correspondence of the form of a thing to its function, it is safe to say that one cannot understand the theology of Deuteronomy without reference to its covenant form and structure . . . It is no exaggeration to maintain that the concept of covenant lies at the very heart of the book and may be said to be the center of its theology.

"Covenant by its very definition demands at least three elements--the two contracting parties and the document that describes and outlines the purpose, nature, and requirements of the relationship. Thus the three major rubrics of the theology of Deuteronomy are (1) Yahweh, the Great King and covenant initiator; (2) Israel, the vassal and covenant recipient; and (3) the book itself, the covenant organ, complete with the essentials of standard treaty documents. This means, moreover, that all the revelation of the book must be seen through the prism of covenant and not abstractly removed from the peculiar historical and ideological context in which it originated."⁷

"The theological values of Deuteronomy can hardly be exaggerated. It stands as the wellspring of biblical historical revelation. It is a prime source for both OT and NT theology. Whether the covenant, the holiness of God, or the concept of the people of God is the unifying factor of OT theology, each finds emphasis and remarkable definition in Deuteronomy."⁸

Message⁹

Let me share with you a couple of quotations that point out the importance of this book.

"Deuteronomy is one of the greatest books of the Old Testament. Its significance on the domestic and personal religion of all ages has not been surpassed by any other book in the Bible. It is quoted over eighty times in the New Testament . . . in all but six books . . . and thus it belongs to a small group of four Old Testaments books (Genesis, Deuteronomy, Psalms, and Isaiah) to which the early Christians made frequent reference."¹⁰

"The book of Deuteronomy is the most important book in the Old Testament from the standpoint of God's revelation to man."¹¹

Deuteronomy is not just a recapitulation of things previously revealed in Exodus, Leviticus, and Numbers. It is a selective digest of matters most important to the average Israelite in his or her relationship with God. Moses spoke as an aged father to his children. These are the parting words of the man who communed with God face to face. His words in Deuteronomy spring from a personal and intimate knowledge of God that had matured over 120 years.

One of the striking features of this book is the frequent references to love that recur throughout it. God's love for the patriarchs and later the whole nation of Israel is obvious in the previous four books of the Pentateuch, but Moses never articulated it directly. In Deuteronomy for the first time Moses revealed that it was God's love for Israel that motivated Him to deal with the Israelites as He had.

One of the great revelations of this book is the motivation of God. God's love for people moved Him to bless. Moses referred to God's love for people as the motivation of His government in three of the book's major sections.

It constitutes the climax of Moses' first address to the people (1:6-4:40) in which he reviewed God's faithfulness to the Israelites. It was because God loved them that He had treated them as He had (4:32-40, esp. v. 37).

In the second address, which is an exposition of the Mosaic Law (chs. 5-26), Moses explained that God's love motivated His laws (7:7-11; 10:12-22, esp. v. 15; 15:16; 23:5; et al.).

In the conclusion of the book, which records Moses' blessing of the nation (ch. 33), he again reminded the people of God's love for them (33:2-5, esp. v. 3a).

Not only does Deuteronomy reveal that God's love is what motivates Him to govern His people as He does. It also emphasizes that man's love for God should be what motivates us to obey God (cf. 1 John 4:19). This theme too recurs throughout the book.

In Moses' review of the law (chs. 5-26) he called on the Israelites to love God (5:9-10; 6:4-5; 7:9; 10:12-13; 11:1, 13-14, 22-23; 13:1-13, esp. vv. 1-3; 19:8-9). The Israelites' obedience to God's laws expressed their love for God. Love is the most proper and adequate motivation for obedience and service.

We hear this theme again in Moses' third address (chs. 29-30) in which Moses exhorted the new generation of Israelites to obey their covenant, the Mosaic Covenant (30:6, 15-20).

The message of the book then is that God's love for man is the motivation of His government, and man's love for God should be the motivation of his obedience.

This emphasis on love appears even more striking in comparison with other ancient Near Eastern suzerain-vassal treaties. The ancient Near Eastern kings delineated clearly the rights of the ruler and the responsibilities of the subjects in these documents. However the motivation was self-interest, the opposite of love. Concern for others was present, but self-interest predominated.

Since Moses set Deuteronomy in the form of a suzerain-vassal treaty we can learn much about how he viewed Israel's relationship to God.

To quote Thompson again, "Both the literary shape of Deuteronomy and its underlying central concept provide an important clue to the basic theology of the book. Yahweh, the God of Israel, appears in a strong covenantal setting. He is the great King, the Lord of the covenant. From this central concept Israel's finest theological ideas derived."¹²

These "ideas" include the fact that Yahweh is the Lord of the covenant and the God of history.

Obedience to God and His covenant brings blessing whereas disobedience incurs curses. Israel was the people of the covenant.

The people were to worship their Lord by loving Him with their hearts and remembering Him and His acts with their minds.

There are perhaps four basic implications of this revelation and these correspond to four major sections of the book.

1. It is important to remember God's past faithfulness to appreciate His love (1:6-4:40). God commanded the Israelites to remember. Forgetfulness was a sin that would lead them to ingratitude and ultimately to apostasy. To forget was to rebel against God. Remembering the past would remind the people of God's love and rekindle their love for Him. Love as well as trust rests on confidence. We can love God only when we have confidence in Him.

2. God's laws are an expression of His love (chs. 5-26). Because man is a sinner he needs divine laws. God's provision of these laws is an expression of His love for mankind. The specific laws in the Mosaic Code expressed God's love because God intended them to result in Israel's blessing and welfare. Often we think laws are undesirable because they curb our freedom. However, God curbs our freedom to keep us from evil, not to keep us from good.

3. Only love for God will adequately motivate a person to be obedient to God's laws (chs. 27-28). These laws in Israel were so severe that the only motive strong enough to produce consistent obedience was love. Moses urged the Israelites to cultivate their love for God as they prepared to renew the covenant. Self-confidence had failed their fathers, and it would fail them too. Obedience to God can be a joyful or a bitter experience depending on one's motivation.

When we know God we love Him, and when we love God we will want to obey Him.

4. Obedience to God demonstrates love for Him (chs. 29-30). While it is possible to obey God with lesser motives, it is impossible to be consistently obedient without love for God. Consistent obedience is not the same as sinless perfection. The measure of one's love for God is the measure of his or her obedience to the revealed will of God (1 John 5:3). The degree of our commitment to do the will of God is the true measure of our love for God. The real test of our love for God is what we do more than how we feel.

INTRODUCTION.

THE BOOK OF DEUTERONOMY.

This Book is called Deuteronomy, which signifies a second law , because it repeats and inculcates the ordinances formerly given on Mount Sinai, with other precepts not expressed before. The Hebrews, from the first words in the Book, call it Elle Haddebarim . (Challoner) --- It may be divided into many discourses, which Moses made to the people during the last two months of his life. (Haydock) --- The first was delivered by him on the first day of the eleventh month of the fortieth year, since the deliverance of the Hebrews out of Egypt, and relates various particulars which had occurred to them. In chap. iv. 41, and following, and a supplement from the Book of Numbers is given to this discourse. Chap. v., a fresh exhortation to the people commences, which continues until chap. xxii., where the famous blessings and maledictions, from the mountains of Garizim and Hebal, are related. In the following chapters, Moses exhorts the people, in the most pathetic manner, to be faithful to the Lord, adding the strongest threats and promises to enforce their compliance; and having appointed Josue to succeed him, and repeated that beautiful canticle which God ordered them to write, (chap. xxxi. 19,) he gives the Book of Deuteronomy, to be kept with care, (ver. 9,) blesses the tribes like a good and tender father, and gives up his soul to God on Mount Nebo in the 120th year of his age. (Calmet) --- There can be no doubt but that Moses was the author of this book, as well as of the four preceding ones; though the last chapter may, perhaps, form a part of the Book of Josue, which formerly was written immediately after the works of Moses, without any such marks of distinction as we find at present. The whole Bible seemed to make but one verse. How easily, therefore, might the account of the death of Moses be taken in, as forming a part of the Pentateuch, when the different books came to be distinguished by separate titles! Such an insertion cannot hurt the general claim of Moses to be the author of the Pentateuch; or, if it should be thought to do so, no absolute proof can be brought to shew that he did not write this chapter also, by the spirit of prophecy. All the people spoke to Esdras, the scribe, to bring the book of the law of Moses, which the Lord had commanded, to Israel. The whole nation of the Jews has all along maintained, that Moses wrote these books: and he himself repeatedly asserts that he was ordered to leave on record many things of importance. Hence both internal and external evidence concur to establish his title to them; and if we be not disposed to cavil with all other authors, and to deny that Demosthenes, for example, Cæsar, and others, have written the works which bear their names, we must confess that the Pentateuch is to be attributed to the Jewish legislator. Yet if this were a matter of doubt, the things contained in these books could not, on that account, be controverted. How many anonymous works have been published which are of unquestionable authority! Many of the books of Scripture are of this nature. But as we have every reason to believe, that they have come down to us without any material corruption, and were written by people of veracity, by divine inspiration, they deserve to be regarded as authentic records. This is true, whether we speak of the originals or of the versions authorized by the Church; though it should suffice to stop the mouths of infidels, if we can procure an authentic history of the Bible by the collation of the different copies which are extant. Thus, where the Hebrew editions appear to be incorrect, they may receive great light from the Samaritan copy of the Pentateuch, and from the versions of the Septuagint, and of other respectable authors on the whole Bible. The variations, which we may discover, are not of such moment, but that, if the very worst copy were selected, we should find the same great outlines of Scripture history, the same precepts of faith and morality. The laws of Moses, which are scattered through his five books, may be seen all together in their natural order, collected by Cornelius a Lapide and Calmet. But the spirit of God was pleased to intersperse historical facts among them, which both shew the occasion on which they were given, and enable us to read them with greater pleasure and satisfaction. The four preceding books might be compared to the four Gospels; Deuteronomy represents the whole, (Ven. Bede) and may be styled a Diatessaron, as it recalls to our mind the great Creator of all things, who was about to fulfil the promises which he had made to the Patriarchs. Almost all those to whom Moses addresses himself, had been unborn or very young, when their parents received God's commands at Sinai, and wandered in the desert. He therefore gives them an account of what had happened during the last eventful period of forty years. He shews what had brought on so many disasters, and cautions his hearers, that if they imitate the perfidy of their fathers, as he foresees, with sorrow, that they will, (chap. xxxi.) they must expect to be treated with no less severity. This prediction we behold verified, at the present day, in the persons of the scattered remnants of Israel. How sublime! how terrifying are the truths which Moses enforces with so much earnestness! The same threats which he denounces against the perfidious Jews, regard us in some measure. If we feel not their effects at present, in being driven out from our country, we have more reason to fear lest we should be excluded from our heavenly inheritance, if we do not repent. (Haydock)

INTRODUCTION TO DEUTERONOMY

This book is sometimes called "Elleh hadebarim", from the words with which it begins; and sometimes by the Jews "Mishneh Torah", the repetition of the law; and so in the Syriac version, with which agrees the Arabic title of it; and when the Greeks, and we after them, call it "Deuteronomy", it is not to be understood of a second, a new, or another law, but of the law formerly delivered, but now repeated, and also more largely explained; to which are likewise added several particular laws, instructions, and directions; all which were necessary, on account of the people of Israel, who were now a new generation, that either were not born, or not at an age to hear and understand the law when given on Mount Sinai; the men that heard it there being all dead, excepting a very few; and these people were also now about to enter into the land of Canaan, which they were to enjoy as long as they kept the law of God, and no longer, and therefore it was proper they should be reminded of it; and besides, Moses was now about to leave them, and having an hearty desire after their welfare, spends the little time he had to be with them, by inculcating into them and impressing on them the laws of God, and in opening and explaining them to them, and enforcing them on them, which were to be the rule of their obedience, and on which their civil happiness depended. And sometimes the Jews call this book "the book of reproofs", because there are in it several sharp reproofs of the people of Israel for their rebellion and disobedience; and so the Targums of Jonathan and Jerusalem begin it by calling it the words of reproof which Moses spake, &c. That this book was written by Moses there can be no doubt, from Deu 1:1, only the eight last verses, which give an account of his death, and of his character, were wrote by another hand, equally inspired by God, as either Eleazar the priest, as some, or Samuel the prophet, as others; or, as it is the more commonly received opinion of the Jews, Ezra; though it is highly probable they were wrote by Joshua his successor. This book was written and delivered by Moses, at certain times in the last month of his life, and towards the close of the fortieth year of the children of Israel's coming out of Egypt. And that it is of divine authority need not be questioned, when the several quotations out of it are observed, as made by the apostles of Christ, in Act 3:22, Heb 10:30 out of Deu 18:15 and by our Lord himself, Mat 18:16 from Deu 19:15. Yea, it is remarkable, that all the passages of Scripture produced by Christ, to repel the temptations of Satan, are all taken out of this book, Mat 4:7 compared with Deu 8:3, and the voice from heaven, directing the apostles to hearken to him, refers to a prophecy of him in Deu 18:15.

INTRODUCTION TO DEUTERONOMY 30

This chapter contains some gracious promises of the conversion of the Jews in the latter day, of their calling things to mind that have befallen them, of their repentance, and the circumcision of their hearts to love the Lord, of the return of them to their own land, and of the great increase of them, and of their enjoyment of plenty of good things, Deu 30:1; in it is an account of the Gospel, or word of faith, which at this time should be brought near to the Jews, and be received by them, Deu 30:11; and for the present Moses desires them to consider what he now set before them, and what would be the consequences of receiving or rejecting it, and so what it would be most proper for them to make choice of, Deu 30:15.
