What are these? - He asks, not who, but what they import.

The angel that talked with me - Literally, "spake in me."The very rare expression seems meant to convey the thought of an inward speaking, whereby the words should be borne directly into the soul, without the intervention of the ordinary outward organs. God says to Moses, "If there is a prophet among you, I, the Lord, will make Myself known unto him in a vision, I will speak (literally) in him in a dream. My servant Moses is not so - In him will I speak mouth to mouth Num 12:6-9;"and Habakkuk says of the like inward teaching, "I will watch to see, what He will speak in me". It is the characteristic title of one attendant-angel, who was God’ s expositor of the visions to Zechariah (Zec 1:13-14, Zec 1:19, (Zec 2:2 Hebrew) Zec 2:3; (7) Zec 4:1, Zec 4:4-5; Zec 5:5, Zec 5:10; Zec 6:4). Dionysius: "By his ministry God showed me things to come, in that that angel formed in the spirit and imaginative power of Zechariah phantasms or images of things which were foreshown him, and gave him to understand what those images signified."

The prophet saw a dark, shady grove, hidden by hills. This represented the low, melancholy condition of the Jewish church. A man like a warrior sat on a red horse, in the midst of this shady myrtle-grove. Though the church was in a low condition, Christ was present in the midst, ready to appear for the relief of his people. Behind him were angels ready to be employed by him, some in acts of judgment, others of mercy, others in mixed events. Would we know something of the mysteries of the kingdom of heaven, we must apply, not to angels, for they are themselves learners, but to Christ himself. He is ready to teach those humbly desirous to learn the things of God. The nations near Judea enjoyed peace at that time, but the state of the Jews was unsettled, which gave rise to the pleading that followed; but mercy must only be hoped for through Christ. His intercession for his church prevails. The Lord answered the Angel, this Angel of the covenant, with promises of mercy and deliverance. All the good words and comfortable words of the gospel we receive from Jesus Christ, as he received them from the Father, in answer to the prayer of his blood; and his ministers are to preach them to all the world. The earth sat still, and was at rest. It is not uncommon for the enemies of God to be at rest in sin, while his people are enduring correction, harassed by temptation, disquieted by fears of wrath, or groaning under oppression and persecution. Here are predictions which had reference to the revival of the Jews after the captivity, but those events were shadows of what shall take place in the church, after the oppression of the New Testament Babylon is ended.

Matthew Henry: Zec 1:7-17

We not come to visions and revelations of the Lord; for in that way God chose to speak by Zechariah, to awaken the people's attention, and to engage their humble reverence of the word and their humble enquiries into it, and to fix it the more in their minds and memories. Most of the following visions seem designed for the comfort of the Jews, now newly returned out of captivity, and their encouragement to go on with the building of the temple. The scope of this vision (which is as an introduction to the rest) is to assure the Jews of the care God took of them, and the eye of his providence that was upon them for good, now in their present state, when they seem to be deserted, and their case deplorable. The vision is dated (Zec 1:7) the twenty-fourth day of the eleventh month, three months after he preached that sermon (Zec 1:1), in which he calls them to repentance from the consideration of God's judgments. Finding that that sermon had a good effect, and that they returned to God in a way of duty, the assurances he had given them are confirmed, that God would return to them in a way of mercy. Now observe here,

I. What the prophet saw, and the explication of that. 1. He saw a grove of myrtle-trees, a dark shady grove, down in a bottom, hidden by the adjacent hills, so that you were not aware of it till you were just upon it. This represented the low, dark, solitary, melancholy condition of the Jewish church at this time. They were over-topped by all their neighbours, buried in obscurity; what friends they had were hidden, and there appeared no way of relief and succour for them. Note, The church has not been always visible, but sometimes hidden, as the woman in the wilderness, Rev 12:6. 2. He saw a man mounted upon a red horse, standing in the midst of this shady myrtle-grove. This man is no other than the man Christ Jesus, the same that appeared to Joshua with his sword drawn in his hand as captain of the host of the Lord (Jos 5:13, Jos 5:14) and to John with his bow and his crown, Rev 6:2. Though the church was in a low condition, yet Christ was present in the midst of it. Was it hidden by the hills? He was much more hidden in the myrtle-grove, yet hidden as in an ambush, ready to appear for the seasonable relief of his people, to their happy surprise. Compare Isa 45:15, Verily thou art a God that hidest thyself, and yet Israel's God and Saviour at the same time, their Holy One in the midst of them. He was riding, as a man of war, as a man in haste, riding on the heavens for the help of his people, Deu 33:26. He rode on a red horse, either naturally so or dyed red with the blood of war, as this same victorious prince appeared red in his apparel, Isa 63:1, Isa 63:2. Red is a fiery colour, denoting that he is jealous for Jerusalem (Zec 1:14) and very angry at her enemies. Christ, under the law, appeared on a red horse, denoting the terror of that dispensation, and that he had yet his conflict before him, when he was to resist unto blood. But, under the gospel, he appears on a white horse (Rev 6:2. and again Rev 19:11), denoting that he has now gained the victory, and rides in triumph, and hangs out the white, not the bloody flag. 3. He saw a troop of horse attending him, ready to receive and obey his orders: Behind him there were some red horses, and some speckled, and some white, angels attending the Lord Jesus, ready to be employed by him for the service of his church, some in acts of judgment, others of mercy, others in mixed events. Note, The King of the church has angels at command, not only to do him honour, but to minister for the good of those that are his. 4. He enquired into the signification of this vision. He had an angel talking with him, as his instructor, besides those he saw in the vision; so had Ezekiel (Eze 40:3), and Daniel, Dan 8:16. Zechariah asked him (Zec 1:9), O my Lord! what are these? And, it should seem this angel that talked with him was Christ himself, the man on the red horse, whom the rest were attendants on; to him immediately Zechariah addresses himself. Would we be acquainted with the mysteries of the kingdom of heaven, we must make our application, not to angels (they are themselves learners), but to Christ himself, who is alone able to take the book, and open the seals, Rev 5:7. The prophet's question implies a humble acknowledgment of his own ignorance and an earnest desire to be informed. O let me know what these are! This he desired, not for the satisfying of his curiosity, but that he might be furnished with something proper for the comfort and encouragement of the people of God, in their present distress. 5. He received from the angel that talked with him (Zec 1:9), and from the man that stood among the myrtle-trees (Zec 1:10), the interpretation of this vision. Note, Jesus Christ is ready to instruct those that are humbly desirous to be taught the things of God. He immediately said, I will show thee what these are. What knowledge we have, or may have, concerning the world of spirits, we are indebted to Christ for. The account given him was, These are those whom the Lord has sent: they are his messengers, his envoys, appointed (as his eyes are said to do, 2Ch 16:9) to walk, to run, to fly swiftly through the earth, to observe what is done in it and to execute the divine commands. God needs them not, but he is pleased to employ them, and we need the comfort arising from the doctrine of their administration.

II. What the prophet heard, and what instructions were thereby given him. Faith comes by hearing, and, generally, in visions there was something said.

1. He heard the report or representation which the angels made to Christ of the present state of the world, Zec 1:11. They had been out abroad, as flying posts ( being hastened by the King of kings' commandment, Est 3:15), and, having returned, they give this account to the Angel that stood among the myrtle-trees (for to the Lord Jesus angels themselves are accountable): We have walked to and fro through the earth, and, behold all the earth sits still and is at rest. We are taught to pray that the will of God may be done by men on earth as it is done by the angels in heaven; and here we see what need we have to pray so, for it is far from being so. For, (1.) We find the world of angels here very busy. Those that are employed in the court above rest not day nor night from praising God, which is their business there; and those that are employed in the camp below are never idle, nor lose time; they are still ascending and descending upon the Son of man (Joh 1:51, as on Jacob's ladder, Gen 28:12); they are still walking to and fro through the earth. Thus active, thus industrious, Satan owns himself to be in doing mischief, Job 1:7. It is well for us that good angels bestir themselves as much to do good, and that here in this earth we have guardians going about continually seeking to do us a kindness, as we have adversaries which, as roaring lions, go about continually, seeking to devour us. Though holy angels in this earth meet with a great deal that is disagreeable, yet, while they are going on God's errands, they hesitate not to walk to and fro through it. Their own habitation, which those that fell liked not, they will like the better when they return. (2.) We find the world of mankind here very careless: All the earth sits still, and is at rest, while all the church is made uneasy, tossed with tempests and not comforted. Those that are strangers to the church are secure; those that are enemies to it are successful. The Chaldeans and Persians dwell at ease, while the poor Jews are continually alarmed; as when the king and Haman sat down to drink, but the city Shushan was perplexed. The children of men are merry and jovial, but none grieve for the affliction of God's children. Note, It is sad to think what a deep sleep the world is cast into, what a spirit of slumber has seized the generality of mankind, that are under God's wrath and Satan's power, and yet secure and unconcerned! They sit still and are at rest, Luk 17:26, etc.

2. He heard Christ's intercession with the Father for his afflicted church, Zec 1:12. The angels related the posture of affairs in this lower world, but we read not of any prayers they made for the redress of the grievances they had made a remonstrance of. No; it is the Angel among the myrtle-trees that is the great intercessor. Upon the report of the angels he immediately turned heavenward, and said, Lord, wilt thou not have mercy on thy church? (1.) The thing he intercedes for is mercy; as Psa 85:7, Show us thy mercy, O Lord! Note, God's mercy is all in all to the church's comfort; and all his mercy must be hoped for through Christ's mediation. (2.) The thing he complains of is the delay of this mercy: How long wilt thou not have mercy! He knows that mercies through him shall be built up for ever (Psa 89:2), but thinks it long that the building is deferred. (3.) The objects of compassion recommended to the divine mercies are, Jerusalem, the holy city, and the other cities of Judah that were now in ruins; for God had had indignation against them now threescore and ten years. He mentions seventy years because that was the time fixed in the divine councils for the continuance of the captivity; so long the indignation lasted, and though now for a little space grace had been shown them from the Lord their God, to give them some reviving (Ezr 9:8), yet the scars of those seventy years' captivity still remained so deep, so painful, that this is the melancholy string they still harp upon - the divine indignation during those seventy years. Dr. Lightfoot thinks that whereas the seventy years of the captivity were reckoned from Jehoiakim's fourth year, and ended in the first of Cyrus, these seventy years are to be computed from the eleventh of Zedekiah, when Jerusalem and the temple were burnt, about nineteen years after the first captivity, and which ended in this second year of Darius Hystaspes, about seventeen years after Cyrus's proclamation, as that seventy years mentioned Zec 7:5 was about nineteen years after; the captivity went off, as it came on, gradually. "Lord, we are still under the burden of the seventy years' wrath, and wilt thou be angry with us for ever? "

3. He heard a gracious reply given to this intercession of Christ's for his church; for it is a prevailing intercession, always acceptable, and him the Father heareth always (Zec 1:13): The Lord answered the angel, this angel of the covenant, with good words and comfortable words, with promises of mercy and deliverance, and the perfecting of what he had begun in favour to them. These were comfortable words to Christ, who is grieved in the grievances of his church, and comfortable to all that mourn with Zion. God often answers prayer with good words, when he does not immediately appear in great works; and those good words are real answers to prayer. Men's good words will not feed the body (Jam 2:16), but God's good words will feed the faith, for saying and doing with him are not two things, though they are with us.

4. He heard that reply which was given to the angel repeated to himself, with a commission to publish it to the children of his people, for their comfort. The revelation of Jesus Christ which God gave to him he signified to his servant John, and by him to the churches, Rev 1:1, Rev 1:4. Thus all the good words and comfortable words of the gospel we receive from Jesus Christ, as he received them from the Father, in answer to the prayer of his blood, and his ministers are appointed to preach them to all the world. Now that God would speak comfortably to Jerusalem, Zechariah is the voice of one crying in the wilderness, Prepare you the way of the Lord. The voice said, Cry. Cry then. The prophets must now cry as loudly to show God's people their comforts as ever they did formerly to show them their transgressions, Isa 40:2, Isa 40:3, Isa 40:6. And if he ask, What shall I cry? he is here instructed. (1.) He must proclaim the wrath God has in store for the enemies of Jerusalem. He is jealous for Zion with great jealousy, Zec 1:14. He takes himself to be highly affronted by the injuries and indignities that are done to his church, as he had been formerly by the iniquities found in his church. The earth sat still and was at rest (Zec 1:11), not relenting at all, nor showing the least remorse, for all the mischief they had done to Jerusalem, as Joseph's brethren, who, when they had sold him, sat down to eat bread; and this God took very ill (Zec 1:15): I am very sorely displeased with the heathen, that are at ease, and have no concern for the afflicted church. Much more will he be displeased with those that are at ease in Zion (Amo 6:1), with Zion's own sons, that sympathize not with her in her sorrows. But this was not all; they were not only not concerned for her, but they were concerned against her: I was but a little displeased with my people, and designed to correct them moderately, but those that were employed as instruments of the correction cast off all pity, and with the greatest rage and malice helped forward the affliction and added to it, persecuting those whom God had smitten (Psa 69:26) and insulting over those whom he had troubled. See Isa 47:6; Isa 10:5; Eze 25:12, Eze 25:15. Note, God is displeased with those who help forward the affliction even of such as suffer justly; for true humanity, in such a case, is good divinity. (2.) He must proclaim the mercy God has in store for Jerusalem and the cities of Judah, Zec 1:16. He must cry, " Thus saith the Lord, I have returned to Jerusalem with mercies. I was going away in wrath, but I am now returning in love. Cry yet to the same purport,"Zec 1:17. There must now be line upon line for consolation, as formerly there had been for conviction. The Lord, even the Lord of hosts, assures them, [1.] That the temple shall be built that is now but in the building. This good work which they are now about, though it meet with much discouragement, shall be perfected, and they shall have the tokens of God's presence, and opportunities of conversing with him, and worshipping him, as formerly. Note, It is good news indeed to any place to hear that God will build his house in it. [2.] That Jerusalem shall again be built as a city compact together, which had formerly been its glory, Psa 122:3. A line shall be stretched forth upon Jerusalem, in order to the rebuilding of it with great exactness and uniformity. [3.] That the nation shall again become populous and rich, though now diminished and impoverished. Not only Jerusalem, but other cities that are reduced and lie in a little compass, shall yet spread abroad, or be diffused; their suburbs shall extend far, and colonies shall be transplanted from them; and this through prosperity: they shall be so numerous, and so wealthy, that there shall not be room for them; they shall complain that the place is too strait, Isa 49:20. As they had been scattered and spread abroad, through their calamities, so they should now be through their prosperity. Let thy fountains be dispersed, Pro 5:16. The cities that should thus increase God calls his cities; they are blessed by him, and they are fruitful and multiply, and replenish the land. [4.] That all their present sorrows should not only be balanced, but for ever silenced, by divine consolations: The Lord shall yet comfort Zion. Yet at length, though her griefs and grievances may continue long, God has comforts in reserve for Zion and all her mourners. [5.] That all this will be the fruit of God's preventing distinguishing favour: He shall yet choose Jerusalem, shall renew his choice, renew his covenant, shall make it appear that he has chosen Jerusalem. As he first built them up into a people when he brought them out of Egypt, so he will now rebuild them, when he brings them out of Babylon, not for any worthiness of theirs, but in pursuance of his own choice, Deu 7:7, Deu 7:8. Jerusalem is the city he has chosen, and he will not cast it off.

Zec 1:8. "I saw by night, and behold a man riding upon a red horse, and he stood among the myrtles which were in the hollow; and behind him red, speckled, and white horses. Zec 1:9. And I said, What are these, my lord? Then the angel that talked with me said to me, I will show thee what these are. Zec 1:10. And the man who stood among the myrtles answered and said, These are they whom Jehovah hath sent to go through the earth. Zec 1:11. And they answered the angel of Jehovah who stood among the myrtles, and said, We have gone through the earth, and, behold, the whole earth sits still, and at rest. Zec 1:12. Then the angel of Jehovah answered and said, Jehovah of hosts, how long wilt Thou not have compassion upon Jerusalem and the cities of Judah, with whom Thou hast been angry these seventy years? Zec 1:13. And Jehovah answered the angel that talked with me good words, comforting words. Zec 1:14. And the angel that talked with me said to me, Preach, and say, Thus saith Jehovah of hosts, I have been jealous for Jerusalem and Zion with great jealousy, Zec 1:15 and with great wrath I am angry against the nations at rest: for I had been angry for a little, but they helped for harm. Therefore thus saith Jehovah, I turn again to Jerusalem with compassion: my house shall be built in it, is the saying of Jehovah of hosts, and the measuring line shall be drawn over Jerusalem. Zec 1:17. Preach as yet, and say, Thus saith Jehovah of hosts, My cities shall yet swell over with good, and Jehovah will yet comfort Zion, and will yet choose Jerusalem." The prophet sees, during the night of the day described in Zec 1:7 ( הלּילה is the accusative of duration), in an ecstatic vision, not in a dream but in a waking condition, a rider upon a red horse in a myrtle-bush, stopping in a deep hollow, and behind him a number of riders upon red, speckled, and white horses ( sūsı̄m are horses with riders, and the reason why the latter are not specially mentioned is that they do not appear during the course of the vision as taking any active part, whilst the colour of their horses is the only significant feature). At the same time he also sees, in direct proximity to himself, an angel who interprets the vision, and farther off (Zec 1:11) the angel of Jehovah also standing or stopping among the myrtle-bushes, and therefore in front of the man upon a red horse, to whom the riders bring a report, that they have gone through the earth by Jehovah's command and have found the whole earth quiet and at rest; whereupon the angel of Jehovah addresses a prayer to Jehovah for pity upon Jerusalem and the cities of Judah, and receives a good consolatory answer, which the interpreting angel conveys to the prophet, and the latter publicly proclaims in Zec 1:14-17.

The rider upon the red horse is not to be identified with the angel of Jehovah, nor the latter with the angelus interpres . It is true that the identity of the rider and the angel of Jehovah, which many commentators assume, is apparently favoured by the circumstance that they are both standing among the myrtles ( ‛ōmēd , stood; see Zec 1:8, Zec 1:10, and Zec 1:11); but all that follows from this is that the rider stopped at the place where the angel of Jehovah was standing, i.e., in front of him, to present a report to him of the state of the earth, which he had gone through with his retinue. This very circumstance rather favours the diversity of the two, inasmuch as it is evident from this that the rider upon the red horse was simply the front one, or leader of the whole company, who is brought prominently forward as the spokesman and reporter. If the man upon the red horse had been the angel of Jehovah Himself, and the troop of horsemen had merely come to bring information to the man upon the red horse, the troop of horsemen could not have stood behind him, but would have stood either opposite to him or in front of him. And the different epithets applied to the two furnish a decisive proof that the angel of the Lord and "the angel that talked with me"are not one and the same. The angel, who gives or conveys to the prophet the interpretation of the vision, is constantly called "the angel that talked with me,"not only in Zec 1:9, where it is preceded by an address on the part of the prophet to this same angel, but also in Zec 1:13 and Zec 1:14, and in the visions which follow (Zec 2:2, Zec 2:7; Zec 4:1, Zec 4:4; Zec 5:5, Zec 5:10; Zec 6:4), from which it is perfectly obvious that הדּבר בּי denotes the function which this angel performs in these visions ( dibber b^e , signifying the speaking of God or of an angel within a man, as in Hos 1:2; Hab 2:1; Num 12:6, Num 12:8). His occupation, therefore, was to interpret the visions to the prophet, and convey the divine revelations, so that he was only an angelus interpres or collocutor . This angel appears in the other visions in company with other angels, and receives instructions from them (Zec 2:5-8); and his whole activity is restricted to the duty of conveying higher instructions to the prophet, and giving him an insight into the meaning of the visions, whereas the angel of Jehovah stands on an equality with God, being sometimes identified with Jehovah, and at other times distinguished from Him. (Compare the remarks upon this subject in the comm. on Genesis, Pent. pp. 118ff.) In the face of these facts, it is impossible to establish the identity of the two by the arguments that have been adduced in support of it. It by no means follows from Zec 1:9, where the prophet addresses the mediator as "my lord,"that the words are addressed to the angel of the Lord; for neither he nor the angelus interpres has been mentioned before; and in the visions persons are frequently introduced as speaking, according to their dramatic character, without having been mentioned before, so that it is only from what they say or do that it is possible to discover who they are. Again, the circumstance that in Zec 1:12 the angel of the Lord presents a petition to the Supreme God on behalf of the covenant nation, and that according to Zec 1:13 Jehovah answers the angelus interpres in good, comforting words, does not prove that he who receives the answer must be the same person as the intercessor: for it might be stated in reply to this, as it has been by Vitringa, that Zechariah has simply omitted to mention that the answer was first of all addressed to the angel of the Lord, and that it was through him that it reached the mediating angel; or we might assume, as Hengstenberg has done, that "Jehovah addressed the answer directly to the mediating angel, because the angel of the Lord had asked the question, not for his own sake, but simply for the purpose of conveying consolation and hope through the mediator to the prophet, and through him to the nation generally."

There is no doubt that, in this vision, both the locality in which the rider upon the red horse, with his troop, and the angel of the Lord had taken up their position, and also the colour of the horses, are significant. But they are neither of them easy to interpret. Even the meaning of m^e tsullâh is questionable. Some explain it as signifying a "shady place,"from צל , a shadow; but in that case we should expect the form m^e tsillâh . There is more authority for the assumption that m^e tsullâh is only another form for m^e tsūlâh , which is the reading in many codd., and which ordinarily stands for the depth of the sea, just as in Exo 15:10 tsâlal signifies to sink into the deep. The Vulgate adopts this rendering: in profundo . Here it signifies, in all probability, a deep hollow, possibly with water in it, as myrtles flourish particularly well in damp soils and by the side of rivers (see Virgil, Georg. ii. 112, iv. 124). The article in bamm^e tsullâh defines the hollow as the one which the prophet saw in the vision, not the ravine of the fountain of Siloah, as Hofmann supposes (Weissagung u. Erfüllung , i. p. 333). The hollow here is not a symbol of the power of the world, or the abyss-like power of the kingdoms of the world (Hengstenberg and M. Baumgarten), as the author of the Chaldee paraphrase in Babele evidently thought; for this cannot be proved from such passages as Zec 10:1-12 :16, Isa 44:27, and Psa 107:24. In the myrtle-bushes, or myrtle grove, we have no doubt a symbol of the theocracy, or of the land of Judah as a land that was dear and lovely in the estimation of the Lord (cf. Dan 8:9; Dan 11:16), for the myrtle is a lovely ornamental plant. Hence the hollow in which the myrtle grove was situated, can only be a figurative representation of the deep degradation into which the land and people of God had fallen at that time. There is a great diversity of opinion as to the significance of the colour of the horses, although all the commentators agree that the colour is significant, as in Zec 6:2. and Rev 6:2., and that this is the only reason why the horses are described according to their colours, and the riders are not mentioned at all. About two of the colours there is no dispute. אדום , red, the colour of the blood; and לבן , white, brilliant white, the reflection of heavenly and divine glory (Mat 17:2; Mat 28:3; Act 1:10), hence the symbol of a glorious victory (Rev 6:2). The meaning of s^e ruqqı̄m is a disputed one. The lxx have rendered it ψαροὶ καὶ ποικίλοι , like בּרדּים אמצּים in Zec 6:3; the Itala and Vulgate, varii ; the Peshito, versicolores . Hence sūsı̄m s^e ruqqı̄m would correspond to the ἵππος χλωρός of Rev 6:8. The word s^e ruqqı̄m only occurs again in the Old Testament in Isa 16:8, where it is applied to the tendrils or branches of the vine, for which sōrēq (Isa 5:2; Jer 2:21) or s^e rēqâh (Gen 49:11) is used elsewhere. On the other hand, Gesenius ( Thes. s.v. ) and others defend the meaning red, after the Arabic ašqaru , the red horse, the fox, from šaqira , to be bright red; and Koehler understands by sūsı̄m s^e ruqqı̄m , bright red, fire-coloured, or bay horses. But this meaning cannot be shown to be in accordance with Hebrew usage: for it is a groundless conjecture that the vine branch is called sōrēq from the dark-red grapes (Hitzig on Isa 5:2); and the incorrectness of it is evident from the fact, that even the Arabic šaqira does not denote dark-red, but bright, fiery red. The Arabic translator has therefore rendered the Greek πυῤῥός by Arab. ašqaru in Son 5:9; but πυῤῥός answers to the Hebrew אדום , and the lxx have expressed sūsı̄m 'ădummı̄m by ἵπποι πυῤῥοί both here and in Zec 6:2. If we compare this with ch. Zec 6:2, where the chariots are drawn by red ( 'ădummı̄m , πυῤῥοί ), black ( sh^e chōrı̄m , μέλανες ), white ( l^e bhânı̄m , λευκοί ), and speckled ( b^e ruddı̄m , ψαροί ) horses, and with Revelation 6, where the first rider has a white horse ( λευκός ), the second a red one ( πυῥῥός ), the third a black one ( μέλας ), the fourth a pale horse ( χλωρός ), there can be no further doubt that three of the colours of the horses mentioned here occur again in the two passages quoted, and that the black horse is simply added as a fourth; so that the s^e ruqqı̄m correspond to the b^e ruddı̄m of Zec 6:3, and the ἵππος χλωρός of Rev 6:8, and consequently sârōq denotes that starling kind of grey in which the black ground is mixed with white, so that it is not essentially different from bârōd , speckled, or black covered with white spots (Gen 31:10, Gen 31:12).

By comparing these passages with one another, we obtain so much as certain with regard to the meaning of the different colours, - namely, that the colours neither denote the lands and nations to which the riders had been sent, as Hävernick, Maurer, Hitzig, Ewald, and others suppose; nor the three imperial kingdoms, as Jerome, Cyril, and others have attempted to prove. For, apart from the fact that there is no foundation whatever for the combination proposed, of the red colour with the south as the place of light, or of the white with the west, the fourth quarter of the heavens would be altogether wanting. Moreover, the riders mentioned here have unquestionably gone through the earth in company, according to Zec 1:8 and Zec 1:11, or at any rate there is no intimation whatever of their having gone through the different countries separately, according to the colour of their respective horses; and, according to Zec 6:6, not only the chariot with the black horses, but that with the white horses also, goes into the land of the south. Consequently the colour of the horses can only be connected with the mission which the riders had to perform. This is confirmed by Revelation 6, inasmuch as a great sword is there given to the rider upon the red horse, to take away peace from the earth, that they may kill one another, and a crown to the rider upon the white horse, who goes forth conquering and to conquer (Rev 6:2), whilst the one upon the pale horse receives the name of Death, and has power given to him to slay the fourth part of the earth with sword, famine, and pestilence (Rev 6:8). It is true that no such effects as these are attributed to the riders in the vision before us, but this constitutes no essential difference. To the prophet's question, mâh - 'ēlleh , what are these? i.e., what do they mean? the angelus interpres , whom he addresses as "my lord"( 'ădōnı̄ ), answers, "I will show thee what these be;"whereupon the man upon the red horse, as the leader of the company, gives this reply: "These are they whom Jehovah hath sent to go through the earth;"and then proceeds to give the angel of the Lord the report of their mission, viz., "We have been through the earth, and behold all the earth sitteth still and at rest."The man's answer ( vayya‛an , Zec 1:10) is not addressed to the prophet or to the angelus interpres , but to the angel of the Lord mentioned in Zec 1:11, to whom the former, with his horsemen (hence the plural, "they answered,"in Zec 1:11), had given a report of the result of their mission. The verb ‛ânâh , to answer, refers not to any definite question, but to the request for an explanation contained in the conversation between the prophet and the interpreting angel. חארץ , in Zec 1:10 and Zec 1:11, is not the land of Judah, or any other land, but the earth. The answer, that the whole earth sits still and at rest ( ישׁבת ושׁקטת denotes the peaceful and secure condition of a land and its inhabitants, undisturbed by any foe; cf. Zec 7:7; 1Ch 4:40, and Jdg 18:27), points back to Hag 2:7-8, Hag 2:22-23. God had there announced that for a little He would shake heaven and earth, the whole world and all nations, that the nations would come and fill His temple with glory. The riders sent out by God now return and report that the earth is by no means shaken and in motion, but the whole world sits quiet and at rest. We must not, indeed, infer from this account that the riders were all sent for the simple and exclusive purpose of obtaining information concerning the state of the earth, and communicating it to the Lord. For it would have been quite superfluous and unmeaning to send out an entire troop, on horses of different colours, for this purpose alone. Their mission was rather to take an active part in the agitation of the nations, if any such existed, and guide it to the divinely appointed end, and that in the manner indicated by the colour of their horses; viz., according to Revelation 6, those upon the red horses by war and bloodshed; those upon the starling-grey, or speckled horses, by famine, pestilence, and other plagues; and lastly, those upon the white horses, by victory and the conquest of the world.

In the second year of Darius there prevailed universal peace; all the nations of the earlier Chaldaean empire were at rest, and lived in undisturbed prosperity. Only Judaea, the home of the nation of God, was still for the most part lying waste, and Jerusalem was still without walls, and exposed in the most defenceless manner to all the insults of the opponents of the Jews. Such a state of things as this necessarily tended to produce great conflicts in the minds of the more godly men, and to confirm the frivolous in their indifference towards the Lord. As long as the nations of the world enjoyed undisturbed peace, Judah could not expect any essential improvement in its condition. Even though Darius had granted permission for the building of the temple to be continued, the people were still under the bondage of the power of the world, without any prospect of the realization of the glory predicted by the earlier prophets (Jer. 31; Isaiah 40), which was to dawn upon the nation of God when redeemed from Babylon. Hence the angel of the Lord addresses the intercessory prayer to Jehovah in Zec 1:12 : How long wilt Thou not have compassion upon Jerusalem, etc.? For the very fact that the angel of the Lord, through whom Jehovah had formerly led His people and brought them into the promised land and smitten all the enemies before Israel, now appears again, contains in itself one source of consolation. His coming was a sign that Jehovah had not forsaken His people, and His intercession could not fail to remove every doubt as to the fulfilment of the divine promises. The circumstance that the angel of Jehovah addresses an intercessory prayer to Jehovah on behalf of Judah, is no more a disproof of his essential unity with Jehovah, than the intercessory prayer of Christ in John 17 is a disproof of His divinity. The words, "over which Thou hast now been angry for seventy years,"do not imply that the seventy years of the Babylonian captivity predicted by Jeremiah (Jer 25:11 and Jer 29:10) were only just drawing to a close. They had already expired in the first year of the reign of Cyrus (2Ch 36:22; Ezr 1:1). At the same time, the remark made by Vitringa, Hengstenberg, and others, must not be overlooked, - namely, that these seventy years were completed twice, inasmuch as there were also (not perhaps quite, but nearly) seventy years between the destruction of Jerusalem and of the temple, and the second year of Darius. Now, since the temple was still lying in ruins in the second year of Darius, notwithstanding the command to rebuild it that had been issued by Cyrus (Hag 1:4), it might very well appear as though the troubles of the captivity would never come to an end. Under such circumstances, the longing for an end to be put to the mournful condition of Judah could not fail to become greater and greater; and the prayer, "Put an end, O Lord, put an end to all our distress,"more importunate than ever.

Jehovah replied to the intercession of the angel of the Lord with good and comforting words. D^e bhârı̄m tōbhı̄m are words which promise good, i.e., salvation (cf. Jos 23:14; Jer 29:10). So far as they set before the people the prospect of the mitigation of their distress, they are nichummı̄m , consolations. The word nichummı̄m is a substantive, and in apposition to d^e bhârı̄m . Instead of the form nichummı̄m , the keri has the form nichumı̄m , which is grammatically the more correct of the two, and which is written still more accurately nichūmı̄m in some of the codd. in Kennicott. The contents of these words, which are addressed to the interpreting angel either directly or through the medium of the angel of Jehovah, follow in the announcement which the latter orders the prophet to make in Zec 1:14-17. קרא (Zec 1:14) as in Isa 40:6. The word of the Lord contains two things: (1) the assurance of energetic love on the part of God towards Jerusalem (Zec 1:14, Zec 1:15); and (2) the promise that this love will show itself in the restoration and prosperity of Jerusalem (Zec 1:16, Zec 1:17). קנּא , to be jealous, applied to the jealousy of love as in Joe 2:18; Num 25:11, Num 25:13, etc., is strengthened by קנאה גדולה . Observe, too, the use of the perfect קנּאתי , as distinguished from the participle קצף . The perfect is not merely used in the sense of "I have become jealous,"expressing the fact that Jehovah was inspired with burning jealousy, to take Jerusalem to Himself (Koehler), but includes the thought that God has already manifested this zeal, or begun to put it in action, namely by liberating His people from exile. Zion, namely the mountain of Zion, is mentioned along with Jerusalem as being the site on which the temple stood, so that Jerusalem only comes into consideration as the capital of the kingdom. Jehovah is also angry with the self-secure and peaceful nations. The participle qōtsēph designates the wrath as lasting. Sha'ănân , quiet and careless in their confidence in their own power and prosperity, which they regard as secured for ever. The following word, אשׁר , quod , introduces the reason why God is angry, viz., because, whereas He was only a little angry with Israel, they assisted for evil. מעט refers to the duration, not to the greatness of the anger (cf. Isa 54:8). עזרוּ לרעה , they helped, so that evil was the result ( לרעה as in Jer 44:11), i.e., they assisted not only as the instruments of God for the chastisement of Judah, but so that harm arose from it, inasmuch as they endeavoured to destroy Israel altogether (cf. Isa 47:6). It is no ground of objection to this definition of the meaning of the words, that לרעה in that case does not form an appropriate antithesis to מעט , which relates to time (Koehler); for the fact that the anger only lasted a short time, was in itself a proof that God did not intend to destroy His people. To understand עזרוּ לרעה as only referring to the prolonged oppression and captivity, does not sufficiently answer to the words. Therefore ( lâkhēn , Zec 1:16), because Jehovah is jealous with love for His people, and very angry with the heathen, He has now turned with compassion towards Jerusalem. The perfect שׁבתּי is not purely prophetic, but describes the event as having already commenced, and as still continuing. This compassion will show itself in the fact that the house of God is to be built in Jerusalem, and the city itself restored, and all the obstacles to this are to be cleared out of the way. The measuring line is drawn over a city, to mark off the space it is to occupy, and the plan upon which it is to be arranged. The chethib קוה bihtehc , probably to be read קוה , is the obsolete form, which occurs again in 1Ki 7:23 and Jer 31:39, and was displaced by the contracted form קו ( keri ). But the compassion of God will not be restricted to this. The prophet is to proclaim still more ("cry yet,"Zec 1:17, referring to the "cry"in Zec 1:14). The cities of Jehovah, i.e., of the land of the Lord, are still to overflow with good, or with prosperity. Pūts , to overflow, as in Pro 5:16; and תּפוּצנּה for תּפוּצינה (vid., Ewald, §196, c ). The last two clauses round off the promise. When the Lord shall restore the temple and city, then will Zion and Jerusalem learn that He is comforting her, and has chosen her still. The last thought is repeated in Zec 2:1-13 :16 and Zec 3:2.

In this vision it is shown to the prophet, and through him to the people, that although the immediate condition of things presents no prospect of the fulfilment of the promised restoration and glorification of Israel, the Lord has nevertheless already appointed the instruments of His judgment, and sent them out to overthrow the nations of the world, that are still living at rest and in security, and to perfect His Zion. The fulfilment of this consolatory promise is neither to be transferred to the end of the present course of this world, as is supposed by Hofmann ( Weiss. u. Erfüll. i. 335), who refers to Zec 14:18-19 in support of this, nor to be restricted to what was done in the immediate future for the rebuilding of the temple and of the city of Jerusalem. The promise embraces the whole of the future of the kingdom of God; so that whilst the commencement of the fulfilment is to be seen in the fact that the building of the temple was finished in the sixth year of Darius, and Jerusalem itself was also restored by Nehemiah in the reign of Artaxerxes, these commencements of the fulfilment simply furnished a pledge that the glorification of the nation and kingdom of God predicted by the earlier prophets would quite as assuredly follow.

II. The eight night visions and four messages 1:7--6:8

Zechariah received eight apocalyptic visions in one night (1:7). As the text will show, they concerned God's purpose for the future of Israel, particularly Jerusalem, the seat of the Davidic dynasty and the site of the temple, and Judah. None of them was fulfilled in Zechariah's day. The broad theme of this section is the coming of the King. The purpose of these visions was to encourage the returnees to persevere in their work of rebuilding the temple.

Certain features mark each of these eight visions: an introduction, an explanation of what the prophet saw, his request for clarification of its meaning, and the elucidation. Oracles accompany three of the visions making their messages clearer (1:16-17; 2:6-13; 4:6-10).³²

". . . The arrangement of the visions follows a chiastic pattern [abbccbba]. The first and last bear a strong resemblance to one another, the second and third, sixth and seventh are pairs, and the fourth and fifth, with their assurance of God-given authoritative leaders, form the climax. All eight visions are meant to be interpreted as one whole, for each contributes to the total picture of the role of Israel in the new era about to dawn."³³

This first vision emphasizes that God was lovingly jealous of His chosen people and would restore them even though they were troubled at present and the nations that oppressed them were at ease (cf. Habakkuk). In the vision an angelic patrol reported on the state of the whole earth. This vision presents hope for dispersed and downtroden Israel.³⁴

1. The vision proper 1:7-15

1:7 Zechariah received another revelation from the Lord three months after his previous one in Darius' second year, 520 B.C.³⁵

"On the same day (24 Shebat), five months earlier, the rebuilding of the temple had been resumed (cf. Hag 1:14-15; see also 2:10, 18, 20). It was evidently a day in which God had special delight because of the obedience of his people."³⁶

"Also on that day two months previously Haggai had delivered a stern rebuke to the priests for their impurity and to the people for their delay in building the temple (Hag. 2:10-17). On that day, moreover, Haggai had received the far-reaching revelation (Hag. 2:20) of the destruction of Gentile world power previous to the establishment of millennial rule of the greater Zerubbabel-Messiah (Hag. 2:21-23)."³⁷

1:8 The prophet saw a vision, and in his vision it was night. He saw a man sitting on a red (bay, reddish-brown) horse among myrtle trees in a ravine. He also saw red, sorrel (Heb. seruqim, mixed color), and white horses behind the man on the red horse. There were riders on these horses, too (v. 11).

To Zechariah, who knew the Old Testament and who lived in a particular culture (Persian as well as Hebrew), the meaning of these symbols would have been more readily apparent than they are to the modern reader. Night had connotations of gloom, obscurity, and foreboding. The present was such a period for the Israelites. The light of joy, clear sight, and security was yet to break for them. The riders evidently represent some of the Lord's angelic army (host) that serve as His scouts and report world conditions to Him (v. 10). Horses were instruments of war and prestigious possessions (10:3; 1 Kings 10:26), and the colors of these horses apparently represent their mission. The colors doubtless implied something to Zechariah, possibly bloodshed, a mixed mission (of judgment and blessing), and victory (cf. 6:2; Isa. 63:1-6; Rev. 6:4).³⁸ Myrtle trees were evergreens used in the feast of Tabernacles to picture future endless messianic blessings that would come to Israel (Neh. 8:15; Isa. 41:19; 55:13).³⁹ The ravine may hint at Israel's present depressed position in Zechariah's day.

1:9 Zechariah asked the angel who was with him in his vision what the horsemen and the horses represented, and the angel said he would explain.

1:10 The angel, who looked like a man and who was standing in the grove of trees, said that the horsemen were Yahweh's representatives whom He had sent to patrol the earth.

"Like the Persian monarchs who used messengers on swift steeds to keep them informed on all matters concerning their empire, so the Lord knew all about the countries of the earth, including the great Persian state."⁴⁰

1:11 The horsemen then reported to the angel that they had patrolled the earth and had found it peaceful and quiet.

"Darius boasted that in nineteen battles he had defeated nine rebel leaders and had subdued all his enemies. So the empire was again virtually quiet by 520 B.C."⁴¹

The description of the interpreting angel as the angel of the Lord can be understood in either of two ways. He was either the Lord Himself (i.e., the second person of the Trinity), or he could have been an angel sent from the Lord and responsible to the Lord, the Lord's special angel (cf. 3:1-2; Gen. 16:11, 13; 18:1-2, 13, 17, 22; 22:11-12, 15-18; 31:11, 13; Exod. 3:2, 4; Josh. 5:13; 6:2; Judg. 2:1-5; 6:11-12, 14; 13:3-23; Ezek. 43:6-7).

1:12 Then the angel of the Lord addressed sovereign Yahweh. Clearly they were separate persons. He asked the Lord how long He planned to remain bent on disciplining Jerusalem and the cities of Judah (i.e., the Israelites), which He had done in His indignation for the last 70 years (i.e., the Captivity; cf. Jer. 25:11-12). That prophesied period was now over, but the Israelites were still oppressed and under foreign domination.

1:13 The Lord responded to the angel's question graciously and with comforting words. However, what He said Zechariah did not reveal either because he did not hear it or because he chose not to do so under divine inspiration.

1:14 The angel then instructed Zechariah to proclaim that Yahweh was very jealous for Jerusalem and Zion. Jealousy when used to describe God's attitude refers to His careful concern, specifically intolerance of rivalry or unfaithfulness, for the well-being of others.⁴² It has none of the negative connotations that we associate with selfish human jealousy. The double names for Jerusalem may be a case of poetic parallelism, or they could suggest Jerusalem of the past and Zion of the future.

1:15 The Lord continued to explain that He was very angry with the Gentile nations who were presently at ease. He was angry because they had compounded the punishment of Israel that God had inflicted on the Chosen People by prolonging it (cf. Gen. 12:3).

Guzik: Zec 1:1-21

Zechariah 1 - The First Two Visions

A. Introduction.

1. (1) The prophet and his times.

In the eighth month of the second year of Darius, the word of the LORD came to Zechariah the son of Berechiah, the son of Iddo the prophet, saying,

a. In the eighth month of the second year of Darius: Zechariah served the LORD in the years after the remnant returned from the 70-year Babylonian exile. His prophetic career is marked by the reign of Darius, the ruler of the Medes and Persians. His career is not marked by the reign of a king over Israel or Judah, because there was no king of Israel or Judah in this period after the exile.

i. The timing of Zechariah's prophecy sets it two months after Haggai's first prophecy (Haggai 1:1) and within a month after another prophecy of Haggai (Haggai 2:1). This was between October and November of 520 B.C.

ii. "Like Haggai, Zechariah's message is one of encouragement. But he was aware that not all the returned remnant were fully sincere in their desires to serve God, and he therefore counseled them to repent of sin and return to God will all their hearts and minds." (Boice)

iii. If all we had was Haggai to go by, we might conclude that all God was really interested in was the temple. Zechariah gives the rest of the story, and shows how God is interested in lives, not only buildings.

iv. The Prophecy of Zechariah is noted for its rich use of visions, pictures, and symbols. In this way it is much like the Book of Revelation or Daniel which also have significant visions. "Haggai lays down the mind of God to the people more plainly in direct and downright terms; Zechariah flies a higher pitch, abounding with types and visions; and is therefore worthily reckoned among the abstrusest and profoundest penmen of Holy Scripture . . . We pass from dark prophecies to that which is much more dark." (Trapp)

b. The word of the LORD came to Zechariah: We know little about this prophet, though "Zechariah" is a common name in the Old Testament (at least 27 different Zechariahs are mentioned in the Bible). The only details we have about this Zechariah come from Ezra 5 and 6.

i. Then the prophet Haggai and Zechariah the son of Iddo, prophets, prophesied to the Jews who were in Judah and Jerusalem, in the name of the God of Israel, who was over them. So Zerubbabel the son of Shealtiel and Jeshua the son of Jozadak rose up and began to build the house of God which is in Jerusalem; and the prophets of God were with them, helping them. (Ezra 5:1-2)

ii. So the elders of the Jews built, and they prospered through the prophesying of Haggai the prophet and Zechariah the son of Iddo. And they built and finished it, according to the commandment of the God of Israel, and according to the command of Cyrus, Darius, and Artaxerxes king of Persia. (Ezra 6:14)

iii. The name Zechariah means "The LORD Remembers," and is a fitting name for a prophet of restoration. This prophet was called to encourage and mobilize God's people to accomplish a task that they began yet lost momentum in completing. He encourages them indirectly by telling them about God's care for them and by keeping the presence of the Messiah very much in their minds. He worked with others, notably Haggai, Zerubbabel, and Ezra. He warned them of the consequences of neglecting God's work and he emphasized that God wants to do a work through His people.

iv. Jesus mentioned the ministry and martyrdom of Zechariah in Matthew 23:35: That on you may come all the righteous blood shed on the earth, from the blood of righteous Abel to the blood of Zechariah, son of Berechiah, whom you murdered between the temple and the altar.

2. (2-6) God pleads with His people: "Return to Me."

"The LORD has been very angry with your fathers. Therefore say to them, 'Thus says the LORD of hosts: "Return to Me," says the LORD of hosts, "and I will return to you," says the LORD of hosts. "Do not be like your fathers, to whom the former prophets preached, saying, 'Thus says the LORD of hosts: "Turn now from your evil ways and your evil deeds." ' But they did not hear nor heed Me," says the LORD. "Your fathers, where are they? And the prophets, do they live forever? Yet surely My words and My statutes, which I commanded My servants the prophets, did they not overtake your fathers? "So they returned and said: 'Just as the LORD of hosts determined to do to us, according to our ways and according to our deeds, so He has dealt with us.' " ' "

a. The LORD has been very angry with your fathers: Zechariah begins his prophecy with a call to repentance, and a call that remembers the poor spiritual heritage of Israel and Judah. The sin of their fathers doomed the nation to exile, and Zechariah warns the people to remember the same could happen to them.

i. We should remember that these weren't "bad people" - they were the remnant that returned from Babylon. Hundreds of thousands of people went into the Babylonian captivity and only about 50,000 returned. Those who did were the most committed to the LORD and to the restoration of Jerusalem. Yet even they, some 18 years after returning to the Promised Land, needed to hear and heed the warning of the LORD.

b. Return to Me . . . and I will return to you: Adverse circumstances discouraged God's people, and they wondered why God seemed so far away.

· The land was still desolate after 70 years of neglect

· The work was hard to rebuild and restore

· They didn't have a lot of money (Haggai 1:6) or manpower

· They suffered crop failures and drought (Haggai 1:10-11)

· Hostile enemies resisted the work (Ezra 4:1-5)

· They remembered easier times in Babylon

i. Each of these circumstances made them feel that God was far away; through Zechariah God assures them that He is not distant. They would return to Him, He would return to them.

ii. Return to Me: Sometimes we wish God would make us return to Him, instead of wooing us to return out of our own choice. Nevertheless, God wants our freely given love, so He prompts us to choose Him and return to Him.

iii. Zechariah's words remind us of James 4:8: Draw near to God and He will draw near to you. God promises to meet us running when we return to Him. We are also reminded that if we are far from God, He hasn't distanced Himself from us. We have distanced ourselves from Him. An elderly couple drove down the road in their car with a front bench seat. As they drove, the wife noticed that in many of the other cars with couples in the front seat, the woman sat close to the man as he drove. She asked her husband, "Why is it that we don't sit that close anymore?" He simply answered, "It wasn't me who moved." If we are far from God, He hasn't moved.

c. Yet surely My words and My statutes, which I commanded My servants the prophets, did they not overtake your fathers? God's promises outlived and outlasted all the previous prophets and ancestors. Zechariah charges God's people to not only rebuild the temple (the emphasis of his contemporary prophet Haggai), but to rebuild their relationship with Him and learn from the lessons of their fathers.

B. The vision of the four horses among the myrtle trees.

1. (7-10) Zechariah's vision of the four horses and their riders.

On the twenty-fourth day of the eleventh month, which is the month Shebat, in the second year of Darius, the word of the LORD came to Zechariah the son of Berechiah, the son of Iddo the prophet: I saw by night, and behold, a man riding on a red horse, and it stood among the myrtle trees in the hollow; and behind him were horses: red, sorrel, and white. Then I said, "My lord, what are these?" So the angel who talked with me said to me, "I will show you what they are." And the man who stood among the myrtle trees answered and said, "These are the ones whom the LORD has sent to walk to and fro throughout the earth."

a. Behold, a man riding on a red horse: Zechariah's vision is simple enough in what he saw - one man on horseback leading other horses and their riders, "patrolling" to and fro throughout the earth. Zechariah sees them among myrtle trees, in a ravine (in the hollow).

i. Specifically, this reconnaissance mission examines the progress of rebuilding Jerusalem and the other cities of Judah. It is here to examine the work of God's people.

ii. "The troop of horsemen were emissaries of the Lord sent on world mission. Like the Persian monarchs who used messengers on swift steeds to keep them informed on all matters concerning their empire, so the Lord knew all about the countries of the earth." (Baldwin)

iii. "Just as Satan walks about the earth for evil (Job 1:7, 2:2; 1 Peter 5:8), so the Lord Jehovah has His representatives walking up and down in the earth to examine the affairs of men." (Luck)

b. Red, sorrel, and white: Different commentators hotly debate the meaning of these colors. Connected them with the four horsemen of Revelation 6:1-8 doesn't seem to work, because these seem to be observers and not messengers of judgment as in Revelation 6. Some suggest that the different colors mean different angelic offices.

i. Sorrel is sort of a dirty yellow or a spotted, brownish orange.

ii. "Probably pointing out the different orders of angels in the heavenly host, which are employed by Christ in the defence of his Church. The different colours may point out the gradations in power, authority, and excellence, of the angelic natures which are employed between Christ and men." (Clarke)

c. The man who stood among the myrtle trees: The myrtle tree is a laurel, which is evergreen and possibly a symbol of the people of Israel. This man is the Angel of the LORD (Zechariah 1:11), and is no doubt an Old Testament appearance of Jesus before His incarnation in Bethlehem.

i. There are many examples in the Old Testament of an encounter with a heavenly man known as the Angel of the LORD who is revealed to be God Himself (Genesis 16:7-13, Genesis 22:11-18, Exodus 2:3-9, Judges 2:1-4, and many other places). Because of Zechariah 1:11, we know this man is the Angel of the LORD, and that He is God.

ii. We can assume that this was God, in the Person of Jesus Christ, appearing to Abraham before His incarnation and birth at Bethlehem, because of God the Father it is said, No one has seen God at any time. The only begotten Son, who is in the bosom of the Father, He has declared Him (John 1:18), and no man has ever seen God in the Person of the Father (1 Timothy 6:16). Therefore, if God appears to someone in human appearance in the Old Testament, and no one has seen God the Father, it makes sense the appearing is of the eternal Son, the Second Person of the Trinity, before His incarnation in Bethlehem.

iii. Myrtle trees: "Israel is not likened to a cedar of Lebanon, which is majestic, or an oak tree, which is strong. Having blossoms that emit a sweet fragrance when crushed, the myrtle illustrates the strange grace of Israel in affliction." (Boice)

2. (11-17) The angel of the LORD intercedes for Jerusalem and Judah.

So they answered the Angel of the LORD, who stood among the myrtle trees, and said, "We have walked to and fro throughout the earth, and behold, all the earth is resting quietly." Then the Angel of the LORD answered and said, "O LORD of hosts, how long will You not have mercy on Jerusalem and on the cities of Judah, against which You were angry these seventy years?" And the LORD answered the angel who talked to me, with good and comforting words. So the angel who spoke with me said to me, "Proclaim, saying, 'Thus says the LORD of hosts: "I am zealous for Jerusalem and for Zion with great zeal. I am exceedingly angry with the nations at ease; for I was a little angry, and they helped; but with evil intent." 'Therefore thus says the LORD: "I am returning to Jerusalem with mercy; My house shall be built in it," says the LORD of hosts, "And a surveyor's line shall be stretched out over Jerusalem." ' "Again proclaim, saying, 'Thus says the LORD of hosts: "My cities shall again spread out through prosperity; the LORD will again comfort Zion, and will again choose Jerusalem." ' "

a. All the earth is resting quietly: The patrol has found that the world is at peace, but it is not the right kind of peace (I am exceedingly angry with the nations at ease). God is angry with the nations of the world because they are at ease while God's people suffer. In God's thinking if the earth is at rest at the expense of his people, there is no rest at all.

i. And they helped; but with evil intent: The nations of the world offered some help to the returning exiles, but even their help was polluted by evil motives.

b. I am zealous for Jerusalem and for Zion with great zeal: The Angel of the LORD shows his heart of compassion for Israel and Jerusalem. God relented and allowed Israel back after 70 years of exile yet the effects of exile were still painfully evident.

i. The word for zealous in ancient Hebrew comes from the idea "to become intensely red" and it has the thought of a face becoming flushed with deep emotion. God is genuinely and deeply concerned about the state of His people.

c. My cities shall again spread out through prosperity: God solemnly promises to restore Jerusalem and the cities of Judah. This was an especially comforting promises considering the lowly condition of the cities of the Promised Land in Zechariah's day.

i. About four years from the time of this prophecy Zion was comforted and Jerusalem was specially chosen - the temple was rebuilt four years after Zechariah gave this prophecy.

C. The vision of the four horns and four craftsmen.

1. (18-19) Four horns represent the nations that scattered God's people.

Then I raised my eyes and looked, and there were four horns. And I said to the angel who talked with me, "What are these?" So he answered me, "These are the horns that have scattered Judah, Israel, and Jerusalem."

a. There were four horns: In Biblical times horns spoke of the strength and authority, because the power of a bull or an ox is expressed through its horns.

i. "Horns, the pride of a young bull, are an obvious choice symbol to represent invincible strength . . . As trophies of the hunt they represented conquest of strength." (Baldwin)

b. These are the horns that have scattered Judah, Israel, and Jerusalem: Since Zechariah told us there were four horns we wonder which four nations Zechariah speaks of here. If he speaks of scattering in a broad prophetic sense - including scattering that had not yet come to God's people in his own day - then the likely four horns are Babylon, Medo-Persia, Greece, and Rome.

2. (20-21) God announces judgment against the nations that scatter His people.

Then the LORD showed me four craftsmen. And I said, "What are these coming to do?" So he said, "These are the horns that scattered Judah, so that no one could lift up his head; but the craftsmen are coming to terrify them, to cast out the horns of the nations that lifted up their horn against the land of Judah to scatter it."

a. The craftsmen are coming to terrify them: God raised up other nations to judge the nations that scattered His people. From of old, God promised to curse those who cursed Israel (Genesis 12:3).

i. "And then he finds the right men; not four gentlemen with pens to write; not four architects to draw plans, but four mechanics to do rough work. He who wants to open an oyster, must not use a razor: there needs less of daintiness, and more of force, for some works: providence does not find gentlemen to cut off the horns, but carpenters. The work needs a man who, when he has his work to do, puts his whole strength into it, and beats away with his hammer, or cuts through the wood that lays before him with might and main. Rest assured, you who tremble for the ark of God, that when the horns grow troublesome, the carpenters will be found." (Spurgeon)

c. To cast out the horns of the nations that lifted their horn against the land of Judah: God promises to break the power of those who use their power against God's people. An ancient proverb puts it well: "The church of God is an anvil that has worn out many hammers."

JFB: Zechariah (Book Introduction)

THE name Zechariah means one whom Jehovah remembers: a common name, four others of the same name occurring in the Old Testament. Like Jeremiah and Ezekiel, he was a priest as well as a prophet, which adapts him for the sacerdotal character of some of his prophecies (Zec 6:13). He is called "the son of Berechiah the son of Iddo" (Zec 1:1); but simply "the son of Iddo" in Ezr 5:1; Ezr 6:14. Probably his father died when he was young; and hence, as sometimes occurs in Jewish genealogies, he is called "the son of Iddo," his grandfather. Iddo was one of the priests who returned to Zerubbabel and Joshua from Babylon (Neh 12:4).

Zechariah entered early on his prophetic functions (Zec 2:4); only two months later than Haggai, in the second year of Darius' reign, 520 B.C. The design of both prophets was to encourage the people and their religious and civil leaders, Joshua and Zerubbabel, in their work of rebuilding the temple, after the interruption caused by the Samaritans (see Introduction to Haggai). Zechariah does so especially by unfolding in detail the glorious future in connection with the present depressed appearance of the theocracy, and its visible symbol, the temple. He must have been very young in leaving Babylonia, where he was born. The Zechariah, son of Barachias, mentioned by our Lord (Mat 23:35) as slain between the porch and the altar, must have been the one called the son of Jehoiada in 2Ch 24:21, who so perished: the same person often had two names; and our Lord, in referring to the Hebrew Bible, of which Second Chronicles is the last book, would naturally mention the last martyr in the Hebrew order of the canon, as He had instanced Abel as the first. Owing to Mat 27:9 quoting Zec 11:12-13 as the words of Jeremiah, MEDE doubts the authenticity of the ninth through the fourteenth chapters, and ascribes them to Jeremiah: he thinks that these chapters were not found till after the return from the captivity, and being approved by Zechariah, were added to his prophecies, as Agur's Proverbs were added to those of Solomon. All the oldest authorities, except two manuscripts of the old Italian or Pre-Vulgate version, read Jeremiah in Mat 27:9. The quotation there is not to the letter copied from Zechariah, Jer 18:1-2; Jer 32:6-12, may also have been in the mind of Matthew, and perhaps in the mind of Zechariah, whence the former mentions Jeremiah. HENGSTENBERG similarly thinks that Matthew names Jeremiah, rather than Zechariah, to turn attention to the fact that Zechariah's prophecy is but a reiteration of the fearful oracle in Jer. 18:1-19:15, to be fulfilled in the destruction of the Jewish nation. Jeremiah had already, by the image of a potter's vessel, portrayed their ruin in Nebuchadnezzar's invasion; and as Zechariah virtually repeats this threat, to be inflicted again under Messiah for the nation's rejection of Him, Matthew, virtually, by mentioning Jeremiah, implies that the "field of blood" (Mat 27:8-9), now bought by "the reward of iniquity" (Act 1:18) in the valley of Hinnom, was long ago a scene of prophetic doom in which awful disaster had been symbolically predicted: that the present purchase of that field with the traitor's price renewed the prophecy and revived the curse--a curse pronounced of old by Jeremiah, and once fulfilled in the Babylonian siege--a curse reiterated by Zechariah, and again to be verified in the Roman desolation. LIGHTFOOT (referring to B. BATHRA and KIMCHI) less probably thinks the third division of Scripture, the prophets, began with Jeremiah, and that the whole body of prophets is thus quoted by the name "Jeremiah." The mention of "Ephraim" and "Israel" in these chapters as distinct from Judah, does not prove that the prophecy was written while the ten tribes existed as a separate kingdom. It rather implies that hereafter not only Judah, but the ten tribes also, shall be restored, the earnest of which was given in the numbers out of the ten tribes who returned with their brethren the Jews from captivity under Cyrus. There is nothing in these characters to imply that a king reigned in Judah at that time. The editor of the Hebrew canon joined these chapters to Zechariah, not to Jeremiah; the Septuagint, three hundred years B.C., confirms this.

The prophecy consists of four parts: (1) Introductory, Zec 1:1-6. (2) Symbolical, Zec 1:7, to the end of the sixth chapter, containing nine visions; all these were vouchsafed in one night, and are of a symbolical character. (3) Didactic, the seventh and eighth chapters containing an answer to a query of the Beth-elites concerning a certain feast. And (4) Prophetic, the ninth chapter to the end. These six last chapters predict Alexander's expedition along the west coast of Palestine to Egypt; God's protection of the Jews, both at that time and under the Maccabees; the advent, sufferings, and reign of Messiah; the destruction of Jerusalem by Rome, and dissolution of the Jews' polity; their conversion and restoration; the overthrow of the wicked confederacy which assailed them in Canaan; and the Gentiles' joining in their holy worship [HENDERSON]. The difference in style between the former and the latter chapters is due to the difference of subject; the first six chapters being of a symbolical and peculiar character, while the poetical style of the concluding chapters is adapted admirably to the subjects treated. The titles (Zec 9:1; Zec 12:1) accord with the prophetic matter which follows; nor is it necessary for unity of authorship that the introductory formulas occurring in the first eight chapters should occur in the last six. The non-reference in the last six chapters to the completion of the temple and the Jews' restoration after the captivity is just what we should expect, if, as seems likely, these chapters were written long after the completion of the temple and the restoration of the Jews polity after the captivity, in circumstances different from those which engaged the prophet when he wrote the earlier chapters.

The style varies with the subject: at one time conversational, at another poetical. His symbols are enigmatical and are therefore accompanied with explanations. His prose is like that of Ezekiel--diffuse, uniform, and repetitious. The rhythm is somewhat unequal, and the parallelisms are not altogether symmetrical. Still, there is found often much of the elevation met with in the earlier prophets, and a general congruity between the style and the subjects. Graphic vividness is his peculiar merit. Chaldæisms occur occasionally. Another special characteristic of Zechariah is his introduction of spiritual beings into his prophetic scenes.

THE ARGUMENT

Zechariah is the second prophet who cometh from God to the returned captives, and his errand to them was both to second Haggai’ s exhortations, and to reveal more fully than he doth all the future revolutions and events; to the final desolation of Jerusalem and the second temple by the Romans, and the rejection of the Jews for their sins against all the mercies of their God, and for their rejecting and murdering of the Messiah; who, rejected of the Jews, taketh in the Gentiles, and establisheth his church amongst them; which is revealed unto Zechariah, and communicated to the Jews by him; with a declaration of the future ruin of the Persian kingdom by the Grecians, and also of the wars of the Seleucidae and Lagidae, and their overthrow by the Romans; during the series of which times, the Jews shall be grown numerous, wealthy, and powerful, and, so long as they keep their covenant with God, shall do wonderful things, and be eminently owned of God, and be either wonderfully secured amidst these troubles, or more wonderfully victorious over those that trouble them. And indeed what Zechariah foretold, or promised to them, was in its time made good amongst them; his predictions were punctually fulfilled; if the promises were not, it was because the Jews by their sins cut themselves off from the promises, which may be observed in those intervals of times between Zechariah’ s prophesying and the coming of the Messiah. Now the first interval was above two hundred years, to the death of Alexander the Great; during which time the Jews enjoyed the common peace with the subjects of the Persian empire, and the particular favour of Alexander the conqueror during his life. These years were years of growth to the Jews. The next interval, through the wars of Alexander’ s divided captains, and between the Seleucidaes and the Lagidae, was an interval of some great trouble, and yet of greater preservation to the Jews. The next interval is that of the Maccabees, during which those victories were gotten which do almost exceed our belief. But whilst thus times were changed, the Jews continued much the same, unthankful to God, cold in religion, and added to their sins daily; till at last God delivered them into the hands of the Romans, whose general, Pompey the Great, deposed Hyrcanus from the throne, and restored the high priesthood to him. From henceforth the Jews’ sins and miseries grow together, till that was accomplished, Zec 14:2 , the city Jerusalem taken, the houses rifled, &c. Thus by various intermixture of providences, God did try the Jews, whether they would, as became his people, repent of former sins, amend their future doings, believe his promises, and obey his precepts, that he might bless them; so should all the good foretold by this prophet have crowned them. But if they failed (as they did) in those points of duty, then all the evil threatened should (as it did) overtake them, and, as Zechariah foretold, continue on them, as it doth to this day. This prophecy then contains the revolutions of the Jews, and the empires of Persia and Greece, and the Romans; in whose times the Jews, by killing the Lord of life, filled up their measure, and by whose hands God punished them, destroying their polity, razing their city, burning their temple, and captivating the people, which lasteth to this day. This prophet was colleague with the prophet Haggai, and a worker together with him in forwarding the building of the second temple (Ezr 5:1); for two are better than one. Christ sent forth his disciples two and two. Zechariah began to prophesy some time after Haggai. But he continued longer, soared higher in visions and revelations, wrote more, and prophesied more particularly concerning Christ, than Haggai had done; so the last shall be first: the last in time sometimes proves first in dignity. He begins with a plain practical sermon, expressive of that which was the scope of his prophesying, in the first five verses; but afterwards, to the end of Zec 6:1-15, he relates the visions he saw, and the instructions he received immediately from heaven by them. At Zec 7:1-14, from an enquiry made by the Jews concerning fasting, he takes occasion to show them the duty of their present day, and to encourage them to hope for God's favour, to the end of ch. 8, after which there are two sermons, which are both called burdens of the word of the Lord (one begins with ch. 9, the other with Zec 12:1-14), which probably were preached some time after; the scope of them is to reprove for sin, and threaten God's judgments against the impenitent, and to encourage those that feared God with assurances of the mercy God had in store for his church, and especially of the coming of the Messiah and the setting up of his kingdom in the world.

In this chapter, after the introduction (Zec 1:1), we have, I. An awakening call to a sinful people to repent of their sins and return to God (Zec 1:2-6). II. Great encouragement given to hope for mercy. 1. By the vision of the horses (Zec 1:7-11). 2. By the prayer of the angel for Jerusalem, and the answer to that prayer (Zec 1:12-17). 3. By the vision of the four carpenters that were employed to cut off the four horns with which Judah and Jerusalem were scattered (Zec 1:18-21).

Introduction

Title and Writer

The title of this book comes from its traditional writer, as is true of all the prophetical books of the Old Testament. The name "Zechariah" (lit. Yahweh remembers) was a common one among the Israelites identifying as many as 27 different individuals in the Old Testament.¹ It was an appropriate name for the writer of this book because it explains that Yahweh remembers His chosen people and His promises and will be faithful to them. This Zechariah was the son of Berechiah, the son of Iddo (1:1, 7; cf. Ezra 5:1; 6:14; Neh. 12:4, 16).

Zechariah, like Jeremiah and Ezekiel, was both a prophet and a priest. He was obviously familiar with priestly things (cf. ch. 3; 6:9-15; 9:8, 15; 14:16, 20, 21). Since he was a young man (Heb. na'ar) when he began prophesying (2:4), he was probably born in Babylonian captivity and returned to Palestine in 536 B.C. with Zerubbabel and Joshua. He became a leading priest in the restoration community succeeding his grandfather, Iddo, who also returned from captivity in 536 B.C., as the leader of his priestly family (Neh. 12:4, 16). His father, Berechiah (1:1, 7), evidently never became prominent.

The Lord Jesus referred to a Zechariah, the son of Berechiah, whom the Jews murdered between the temple and the altar (Matt. 23:35). This appears to be how the prophet's life ended.² This would make the prophet one of the last righteous people the Jews slew in Old Testament history.³

Date

Zechariah's inspired preaching began in the eighth month of 520 B.C. (1:1). His eight night visions followed three months later in 520 B.C. (1:7), when he was a young man (2:4). He delivered the messages in chapters 7-8 in 518 B.C. (7:1). Nehemiah mentioned Zechariah as the head of a priestly family when Joiakim, who succeeded Joshua, was high priest (Neh. 12:12, 16). This may have been as late as during the reign of Artaxerxes I (465-424 B.C.).⁴ Some scholars believe he wrote chapters 9-14 during this later period of his life.⁵ The exact length of his life and ministry is guesswork, however.

Historical Background

Zechariah began ministering among the Jews who had returned from captivity in Babylon (i.e., the restoration community) two months after Haggai began preaching (1:1; 7:1; cf. Neh. 12:10-16; Hag. 1:1). In a sense, Zechariah's message supplements that of Haggai.⁶

"Both prophets . . . contrast the past with the present and future, with Haggai stressing the rebuilt Temple as a sign and source of God's blessing and Zechariah emphasizing the role of repentance and renewal in achieving that end. The two prophets worked hand in glove, complementing each other's message."⁷

"There is a marked contrast between Haggai and his contemporary Zechariah. If Haggai was the builder, responsible for the solid structure of the new Temple, Zechariah was more like the artist, adding colourful windows with their symbolism, gaiety and light. To make sure that their symbolism is rightly understood an interpreting angel acts as guide, adding in some cases a message that goes far beyond what could be deduced from the visions."⁸

Haggai and Zechariah's ministries followed those of Ezekiel and Daniel, who ministered during the Captivity in Babylon.

Purpose and Themes

Zechariah ministered to the restoration community to motivate those Jews to finish rebuilding the temple and to rededicate themselves to Yahweh with the prospect of His blessing. The central theme of the book is encouragement and hope.⁹ The key to this hope is the coming of Messiah and his overthrow of ungodly forces and establishment of His kingdom on earth.

"The prophet is concerned to comfort his discouraged and pessimistic compatriots, who are in the process of rebuilding their Temple and restructuring their community but who view their efforts as making little difference in the present and offering no hope for the future."¹⁰

This prophet dealt with the future of Israel, and particularly its distant, eschatological future, to an extent that surpassed the other Old Testament prophets (cf. 12:1-3, 9; 14:1-5, 16-21). His revelations concerning the day of the Lord are numerous.

"What former prophets revealed at length, Zechariah epitomizes for us in terse sentences or even clauses."¹¹

This book also contains many messianic prophecies (cf. 3:8-9; 6:12-13; 9:9-10, 14; 11:12-13; 13:7; 14:4, 9, 16).

"Particularly prominent in the book is the Messianic element. With the exception of Isaiah, there is no other prophet whose book contains such a wealth and variety of this element, not only in proportion to the total amount of material offered, but also as a sum total of passages."¹²

"Few books of the OT are as difficult of interpretation as the Book of Zechariah; no other book is as Messianic."¹³

Canonicity and Unity

The book is the second to the last of the Minor Prophets in the second (Prophets) division of the Hebrew Bible. Neither Jews nor Christians seriously challenged its canonicity. One reason for this is the fact that the New Testament quotes and alludes to Zechariah so often, about 41 times.¹⁴

Until A.D. 1653 no one seriously questioned that Zechariah wrote the whole book. In that year Joseph Mede suggested that Jeremiah may have written chapters 9-11, in view of Matthew 27:9. In succeeding years other scholars proceeded to question the second part of the book (chs. 9-14) because of its differences in content and historical and chronological references compared to the first part. Today almost all critical scholars regard this book as the product of two or three writers who wrote either before the exile or after Zechariah.¹⁵ The presence of predictive prophecy in the last chapters of the book has encouraged those who deny the miraculous to relegate this part to a later time and writer(s).

"We maintain it is impossible to confine or restrict the Spirit of God in His revelatory purposes. If He cares to predict an event three centuries off, He is sovereign; and if it pleases Him to foretell the plan of God a millennium before its materialization, He is just as sovereign. We emphasize this because we believe it to be the sine qua non of reverent, acceptable interpretation of Biblical prophecy."¹⁶

Competent conservative scholars have refuted the arguments of these critics adequately.¹⁷

"In the nature of the case it is not possible to prove conclusively who wrote chapters 9-14, but when every argument has been considered the fact remains that all fourteen chapters have been handed down to us as one book in every manuscript so far discovered. Even the tiny fragment of the Greek manuscript found at Qumran, which includes the end of chapter 8 and the beginning of chapter 9, shows no gap or spacing whatsoever to suggest a break between the two parts."¹⁸

Genre

Zechariah consists of a combination of exhortations (sermon material), prophetic-apocalyptic visions, and oracles concerning eschatological salvation. Some of the oracles introduce or follow visions, and others stand alone. Along with Ezekiel, Daniel, and Revelation, Zechariah is one of the most apocalyptic books in the Bible.¹⁹

"In the present writer's judgment, his [Zechariah's] book is the most Messianic, the most truly apocalyptic and eschatological, of all the writings of the OT."²⁰

"Apocalyptic literature is basically meant to encourage the people of God."²¹

"Only apocalyptic could express the utter transcendence involved in the radical transformations that would accompany the irruption of the kingdom of YHWH and the consequent shattering of all human and earthly systems in its wake."²²

"The apocalyptic visions of Zechariah, though filled with symbolism, are not as complicated and bizarre as those of Ezekiel, but do require angelic interpreters, at least in chapters 1-6. He goes beyond Ezekiel and other early apocalyptists, however, in his declarations that what he envisions is as good as done, for it is only an earthly reflection of what has in fact come to pass in heaven."²³

Structure

"The shape' of a poem, the artistic arrangement of a book are instruments used by the Holy Spirit to convey His message."²⁴

In the case of Zechariah, there are three large chiastic sections (1:7-6:15; 7:1-8:19; and chs. 9-14). These contain Zechariah's eight night visions and their accompanying oracles, his messages prompted by a question about fasting, and the two burdens (oracles) announcing the triumphant interventions of the Lord into history in the future. A brief section introduces the whole book (1:1-6).

Message²⁵

This is the second post-exilic prophetical book. The historical background and audience are the same as those for Haggai. As Zechariah's contemporaries looked back, they saw former glories and recent shame. As they looked forward, they saw difficulty and felt discouragement. Zechariah ministered to inspire hope in the heart of this discouraged remnant of Israelites. That was his purpose.

Zechariah delivered his first message between Haggai's first and second messages, and his purpose was the same as Haggai's: to motivate the restoration community to finish rebuilding the temple. Zechariah followed this first message with eight visions to inspire hope in his hearers. Why build if there was no future? Zechariah then explained that the present sorrowful fasts that the people were celebrating would give way to future glorious feasts. The final two oracles also provided hope for the future by predicting the coming of Messiah and His glorious kingdom.

Many writers on Zechariah have called this book the apocalypse of the Old Testament because it unveils so much of Israel's future, particularly Messiah's place in her future. The whole book is a revelation of the pervasive power and the persistent purpose of Yahweh. Zechariah revealed things about the future of the Jews that gave his discouraged contemporaries hope.

People experiencing adversity frequently see only things that are near. Zechariah provided hope from visions that he saw and from voices that he heard that encouraged his audience to lift their eyes to behold the larger plans and purposes of their God. The permanent values of this book are, therefore, that it reveals the proper attitude and activity of God's people in all circumstances, as well as the pervasive power and the persistent purpose of Yahweh.

The first three verses of the book stress the first of these values (1:1-3). The great appeal of the entire book appears in verse 3: "Return to me that I may return to you, says the LORD of hosts." Everything that follows illustrates and applies this promise.

As often, the key to understanding a book of the Bible lies in the aspect of God that God stressed in revealing Himself to His people through its writer. The title "the LORD of hosts" occurs for the first time in the Bible in 1 Samuel, when the people of Israel were concerned about armies. This title rarely appears in the historical books, but it is very common in the prophetical books. Zechariah used it more frequently than any other prophet, at least 35 times.

The word "hosts" in the Bible describes stars, angels, the people of Israel, and the armies of other nations. The title, then, describes Yahweh as sovereign Lord and Master of the entire universe. As the prophets used it, they stressed Yahweh's sovereignty in activity, not just in its abstract meaning. That is, they saw Yahweh as leading all armies--of stars, angels, and people. Zechariah lived when Israel had lost its army, had no military power, and had little political organization. Thus by referring to Yahweh as "the LORD of hosts" Zechariah was reminding his hearers of their God's abiding and active sovereignty.

The prophet referred to Yahweh as "the LORD of hosts" three times in the opening paragraph of his book (vv. 1-3). The first reference (v. 3) reminded the Israelites that their sovereign God had made His will known to His people (cf. 1:6). The Lord illustrated this truth in verse 4. The sovereign Lord had said, "Return to me" (v. 3). This was the first part of Zechariah's prophetic burden. The second part was that Yahweh promised to return to His people (v. 3). He explained the work that He as the Sovereign would do to make this return possible. The power necessary for the restoration of order would be provided by the coming of God to His people, in His Son and in His Spirit.

Thus Zechariah had a three-fold conviction. God reveals His will, He calls people back to Himself and provides the way for their coming, and He promises that if they will return to Him He will return to them. God promised to provide a way for people to return to Him through the Branch, the second person of the Trinity (3:8). The revelation of this divine-human person occupies much of this book in proportion to its length. Second, God promised to return to people who return to Him through His Spirit, the third person of the Trinity. He would do so "not by might nor by power, but by My Spirit," says the Lord (4:6).

The visions and oracles in Zechariah illustrate Yahweh's pervasive power.

In the first vision God revealed the presence of His angel that was watching over His people in their depressed place. They knew about the depressed place, but the presence of the angel was news to them. The second vision revealed that forces would destroy the powers that opposed them. The people knew about these enemy powers, but they had lost sight that God planned to destroy them. In the third vision God revealed Jerusalem in its future large, secure condition. The people knew about Jerusalem, they were rebuilding it, but they were not sure about its future large and secure condition. The fourth vision revealed an adversary and an advocate. The people were aware of their adversary, but they were unaware of their divine advocate. In the fifth vision God revealed the people's responsibility to be lights in the world and their resource for doing so. The people knew their responsibility, but they did not fully appreciate that they had a supernatural resource that would enable them to fulfill their responsibility. The sixth vision revealed the purging of evil with divine revelation. The people were aware of the present evil, but they now learned that observing God's law would deal with it. The seventh vision illustrated ongoing evil and its final purging away. The people were aware of widespread evil, but they did not know that God would eventually remove it forever. The eighth vision revealed the need for divine control and the provision for divine control. The people were very conscious of the need for divine control in the world, but they needed to remember that God would indeed exercise divine control in the world.

Each vision revealed an aspect of God's pervasive power to overcome what Zechariah's audience faced and so gave them hope. Were they in a depressed place? God was watching over them. Were weapons being formed against them? He would break those weapons. Was the city they were rebuilding secure? He would enlarge it even further and make it secure. Was their adversary going to be successful? God would be their Advocate. Was their responsibility heavy? He would prove to be a sufficient resource for them. Was evil present everywhere? He gives the law to which evil must bow. Was evil ever going to end? He would end it. Would order ever come? He would bring it.

The oracles in Zechariah teach the same basic lesson: the pervasive power of "the LORD of hosts." To summarize this briefly, the anointed King would be rejected initially, but He would return with the pervasive power of Yahweh.

The visions and oracles also illustrate the second major revelation of Zechariah: the persistent purpose of Israel's God.

The visions unfold God's dealings with Israel eschatologically as well as contemporarily. While all the conditions of Israel described in the visions marked the restoration community, they will also mark the future of Israel. She was and would continue to be depressed among the nations. Enemies would attack her, but God would eventually defeat them. Jerusalem will be rebuilt and protected, and Israel will be cleansed. Israel will fulfill her destiny as a light to the nations, and she will disseminate the knowledge of God in the world. Evil will be greatly constrained, and all Israel's enemies will suffer defeat. All these predictions reveal the persistent purpose of God whereby He moves history toward His intended goal despite human and Satanic opposition.

The oracles illustrate the same principle. Messiah's rejection would lead to His coronation. Some of Yahweh's purposes in salvation took place when Messiah came the first time, but the rest of His purposes in salvation will take place when He comes the second time.

What should be the attitude of God's people in view of these revelations? They should return to the Lord (1:3). They should believe them, obey them, and work in view of them.

The people of God in Zechariah's day needed to complete the temple and reestablish right relations with Yahweh even though they lived in a day of darkness and discouragement. They needed to abandon the fasts that they had established to commemorate the destruction of Jerusalem and prepare for feasts that would celebrate the glorious future that Yahweh promised and would provide.

Whereas Haggai called these people to be strong and to work, Zechariah revealed the secret of their strength. The Apostle Paul put it this way: 2 Cor. 4:17. That is the message of Zechariah in Christian language.

The proof of vision is strength. What do we see as we look out over the church? We may see only the discouraging things that the restoration Jews saw as they viewed their situation. We need to be aware of the unseen things that God has said He is doing and will do in order to persevere in the work of building His church that He has called us to do.

The secret of strength is vision. If God's people say they see these positive, encouraging things and that they believe them but do nothing, it is hard to believe them. The person who is conscious, through all the appalling defeat of the hour, of the immediate, pervasive presence and power of God, is the person who grabs hold of the piece of desolation nearest to him or her and works on it until it blossoms like a garden. The true demonstration of vision is taking hold of the present situation and doing something about it trusting in the unseen presence and promises of God.

The writer of the Epistle to the Hebrews challenged his readers with these words, which are very appropriate in light of the message of Zechariah: Heb. 12:12-13. Some Christians seem to equate spirituality with pessimism. They consider others visionary who explore and deplore in great depth the difficulties of our days. We need to be realistic about our times, but we must also keep our eyes on the person of God and our ears open to His promises. We must also fall in line with His purposes and work in harmony with His principles of power. When we do this, we can rest assured that when the Rejected One is crowned, we will share in His triumph as we have shared in His travail.

THE PROPHECY OF ZACHARIAS.

INTRODUCTION.

Zacharias began to prophesy in the same year as Aggeus, and upon the same occasion. His prophecy is full of mysterious figures and promises of blessings, partly relating to the synagogue and partly to the Church of Christ. (Challoner) --- He is the "most obscure and longest of the twelve [minor prophets];" (St. Jerome) though Osee wrote the same number of chapters. (Haydock) --- Zacharias has been confounded with many others of the same name. Little is known concerning his life. Some have asserted that the ninth and two following chapters were written by Jeremias, in whose name chap. xi. 12., is quoted [in] Matthew xxvii. 9. But that is more probably a mistake of transcribers. Zacharias speaks more plainly of the Messias and of the last siege of Jerusalem than the rest, as he live nearer those times. (Calmet) --- His name signifies, "the memory of the Lord." (St. Jerome) --- He appeared only two months after Aggeus, and shewed that the Church should flourish in the synagogue, and much more after the coming of Christ, who would select his first preachers from among the Jews. INTRODUCTION TO ZECHARIAH

This book is in the Hebrew copies called "the Book of Zechariah"; in the Vulgate Latin version, "the Prophecy of Zechariah"; and, in the Syriac and Arabic versions, the Prophecy of the Prophet Zechariah. His name, according to Jerom, signifies "the memory of the Lord": but, according to Hillerus ^a, "the Lord remembers": either us, or his covenant; his promises of grace, and concerning the Messiah, of which there are many in this book. The writer of this prophecy could not be, as some have imagined, Zacharias the father of John the Baptist; since there must be some hundreds of years difference between them; nor the Zacharias, the son of Barachias, slain between the temple and the altar, our Lord speaks of in Mat 23:35 for though their names agree, yet it does not appear that this prophet was slain by the Jews; indeed the Jewish Targumist, on Lam 2:20, speaks of a Zechariah, the son of Iddo, a high priest, slain in the temple; but it could not be this Zechariah, since he was no high priest; Joshua was high priest in his time; nor could he be slain in such a place, seeing the temple and altar were not yet built; nor was this prophet Zechariah the son of Jehoiada, slain in the court of the Lord's house, 2Ch 24:20 for, as their names do not agree, so neither their office, he being a high priest, this a prophet; nor the times in which they lived, Zechariah the son of Jehoiada lived in the times of Joash king of Judah, two or three hundred years before this; but this was one of the captivity of Babylon, and who came up from thence with Zerubbabel, Neh 12:16 and was contemporary with the Prophet Haggai; so that the time of his prophecy was after the Babylonish captivity, and was delivered to the Jews that were returned from thence; and the design of it is to stir them up to build the temple, and restore the pure worship of God; and to encourage their faith and hope in the expectation of the Messiah; for the book consists of various visions and prophecies relating to him, and to the times of the Gospel; and the visions are, as some Jewish writers ^b observe, very obscure, and like the visions of Daniel, and difficult of interpretation. There are several passages cited out of this book in the New Testament, as Zec 8:16 in Eph 4:25, Zec 9:9 in Mat 21:5 in Mat 27:9 in Joh 19:37 in Mat 26:31 which abundantly confirm the authenticity of it. This prophet seems to have lived and died in Jerusalem; and, according to Pseudo-Epiphanius ^c, was buried near Haggai the prophet; and with which agree the Cippi Hebraici ^d, which inform us that Haggai was buried in a cave in the downward slope of the mount of Olives; and at the bottom of that mount was a large statue called the hand of Absalom, near to which was the grave of Zechariah the prophet, in a cave shut up, and over it a beautiful monument of one stone: and Monsieur Thevenot ^e tells us, that now is shown, near the sepulchres of Absalom and Jehoshaphat, on the descent of the mount of Olives, the sepulchre of the Prophet Zacharias.---It is cut in a diamond point upon the rock, with many pillars about it. Sozomen ^f the historian, indeed, makes mention of Caphar Zechariah, a village on the borders of Eleutheropolis, a city in Palestine, where it is pretended the body of this prophet was found in the times of Theodosius, to which no credit is to be given; nor is there any dependence to be had on the former accounts.

INTRODUCTION TO ZECHARIAH 1

In this chapter, after the account of the prophet, and the time of the prophecy by him, are an exhortation of the people of the Jews to repentance; the vision of a rider upon a red horse, and the intercession of the angel of the Lord for Jerusalem; and another vision of the enemies of the Jews, and of their deliverers. In Zec 1:1 is the general inscription of the book; in which an account is given of the time of its writing, and of the writer of it: then follows the exhortation to repentance, enforced from the wrath of God, which came upon their fathers for not hearkening to the Lord, and turning from their evil ways; and from the advantage that would be received thereby, the Lord would return to them; and from the certain accomplishment of the divine word; for, though both their fathers and prophets died, the word of the Lord had its sure effect, Zec 1:2 and next the vision of the rider on the red horse is presented; the year, month, day, and night, in which it was seen, are mentioned, Zec 1:7 and the rider is described by his form, a man; by the horse he rode upon, a red one; by the place he stood in among the myrtle trees in the bottom; and by his attendants behind, red horses, speckled and white, Zec 1:8. The interpretation of which last is given to the prophet by the angel, by the man among the myrtle trees, and by the answer of them to the angel of the Lord themselves, Zec 1:9. After which the angel is represented as making intercession for Jerusalem, who is answered by good and comfortable words, Zec 1:12 upon which the prophet is bid to publish the jealousy of the Lord for Jerusalem; his displeasure at the heathens for afflicting them; his promise to return to the Jews, that the temple and city of Jerusalem should be rebuilt, and other cities of Judea, which should enjoy great prosperity, Zec 1:14 and the chapter is concluded with a vision of four horns, signifying the enemies of Judah, Israel, and Jerusalem; and of four carpenters that should destroy them, Zec 1:18.
