28:43 The foreigners ¹  who reside among you will become higher and higher over you and you will become lower and lower.

Deuteronomy 28:13

28:13 The Lord will make you the head and not the tail, and you will always end up at the top and not at the bottom, if you obey his ⁴  commandments which I am urging ⁵  you today to be careful to do.

[28:43]  ¹ tn Heb “the foreigner.” This is a collective singular and has therefore been translated as plural; this includes the pronouns in the following verse, which are also singular in the Hebrew text.
