8:35 Joshua read aloud every commandment Moses had given 1  before the whole assembly of Israel, including the women, children, and resident foreigners who lived among them. 2 

Joshua 20:9

Context
20:9 These were the cities of refuge 3  appointed for all the Israelites and for resident foreigners living among them. Anyone who accidentally killed someone could escape there and not be executed by 4  the avenger of blood, at least until his case was reviewed by the assembly. 5
