The Power of the Gospel

1:16 For I am not ashamed of the gospel, for it is God’s power for salvation to everyone who believes, to the Jew first and also to the Greek. ¹ 

Romans 1:20

1:20 For since the creation of the world his invisible attributes – his eternal power and divine nature – have been clearly seen, because they are understood through what has been made. So people ²  are without excuse.

Romans 9:17

9:17 For the scripture says to Pharaoh: ³  “For this very purpose I have raised you up, that I may demonstrate my power in you, and that my name may be proclaimed in all the earth.” ⁴ 

[1:16]  ¹ sn Here the Greek refers to anyone who is not Jewish.

[1:20]  ² tn Grk “they”; the referent (people) has been specified in the translation for clarity.

[9:17]  ³ sn Paul uses a typical rabbinic formula here in which the OT scriptures are figuratively portrayed as speaking to Pharaoh. What he means is that the scripture he cites refers (or can be applied) to Pharaoh.
