For a remnant will leave Jerusalem; survivors will come out of Mount Zion. The intense devotion of the sovereign Lord ¹  to his people ²  will accomplish this.

“You came down on Mount Sinai and spoke with them from heaven. You provided them with just judgments, true laws, and good statutes and commandments.

“For a remnant will leave Jerusalem; survivors will come out of Mount Zion. The intense devotion of the Lord who commands armies ¹  will accomplish this.

God comes ¹  from Teman, ²  the sovereign ³  one from Mount Paran. ⁴  Selah. ⁵  His splendor covers the skies, ⁶  his glory ⁷  fills the earth.

These things may be treated as an allegory, ¹  for these women represent two covenants. One is from Mount Sinai bearing children for slavery; this is Hagar.

Now Hagar represents Mount Sinai in Arabia and corresponds to the present Jerusalem, for she is in slavery with her children.

But you have come to Mount Zion, the city ¹  of the living God, the heavenly Jerusalem, and to myriads of angels, to the assembly

I am depressed, ¹  so I will pray to you while I am trapped here in the region of the upper Jordan, ²  from Hermon, ³  from Mount Mizar. ⁴ 

Remember your people ¹  whom you acquired in ancient times, whom you rescued ²  so they could be your very own nation, ³  as well as Mount Zion, where you dwell!
