with the best ¹  of the ancient mountains and the harvest produced by the age-old hills;

Select wise and practical ¹  men, those known among your tribes, whom I may appoint as your leaders.”

Then, when the officers have finished speaking, ¹  they must appoint unit commanders ²  to lead the troops.
