The priests, the Levites, the gatekeepers, the singers, some of the people, the temple servants, and all the rest of Israel lived in their cities.When the seventh month arrived and the Israelites ¹  were settled in their cities, ² 

So all the assembly which had returned from the exile constructed temporary shelters and lived in them. The Israelites had not done so from the days of Joshua son of Nun until that day. Everyone experienced very great joy. ¹ 

So the leaders of the people settled in Jerusalem, ¹  while the rest of the people cast lots to bring one out of every ten to settle in Jerusalem, the holy city, while the other nine ²  remained in other cities.
