This was not Caleb the son of Jephunneh, but Caleb the son of Hezron, and therefore called the brother of Jerahmeel: See the parallel texts:

Beth-zur was situated in the tribe of Judah, twenty miles south from Jerusalem, towards Hebron, according to Eusebius. It was fortified by Rehoboam, (2 Ch 11:7) and was a fortress of great consequence, principally in the time of the Maccabees. 1 Mac 4:28; 6:7, etc.

It is probable this was not Gibeah of Benjamin, and the royal residence of Saul, but Gibeah in the tribe of Judah, to which all these other cities belonged.
